This Request for Proposal (RFP) is an invitation by the Toronto Police Service and the Toronto Police Board (TPS) to qualified Proponents to submit proposals for the provision of Mediation/Dispute Resolution Training Services, as further described in this RFP.
It is the intention of the TPS that the award will be made to the highest rated Proponent in accordance with the evaluation criteria of this RFP.
SUBMISSION REQUIREMENTS

Proponents are to make their submission through the MERX EBS System prior to 1:00:00 PM local time on Friday 13th December, 2019.
Proponents shall be solely responsible for the delivery of their Submission using the MERX Portal by the Closing Date and Time, in accordance with the Submission Requirements.
The determination of whether the submission is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any submissions after the closing date and time will be rejected.
Objectives
TPS requires a Vendor to build and deliver a mediation and dispute resolution training program for all Neighbourhood Community Officers (NCO’s) across the TPS. The TPS may assign non-NCO’s to attend this training program if relevant to their current or future functions within the TPS to support the Neighbourhood Community Officer Program (NCOP). This training will be a new program for TPS. The training program will provide NCO’s with effective mediation and dispute resolution skills to apply when in a position to resolve conflicts amongst members of the public.
- The Vendor would be required to design a program, in partnership with the TPS project team if required;
- It is preferable that attendees to the training program receive some form of certification and/or accreditation upon successful completion of the program;
- This program will be delivered in person in a classroom setting of up to 30 NCO’s and selected TPS members in each course. The TPS will provide the classroom, if required;
- The training program would be delivered over the course of up to five (5) consecutive days totalling no more than 40 hours;
- The program is to be delivered to up to 200 TPS members;
- TPS would have the ability to cancel the training up to two weeks ahead of time in the event of low enrollment, at no cost to TPS; and
- The timeline for this project includes the delivery of the program to all NCOs and other selected TPS members commencing in early January 2020 and concluding by March 27, 2020.
Mandatory Requirements
Proponents must demonstrate that they have a proven track record providing mediation/dispute resolution training services as follows:
- To a policing and/or public sector organization of similar size and complexity (i.e. at least 500 positions and/or $100M net operating budget
- For at least 5 years.
Only those firms passing the mandatory criteria will move on to the next stage of evaluation.
TERM OF CONTRACT
The term of this contract is tentatively scheduled to commence in early January 2020 after TPS approval and completion of any required security background checks and will conclude on March 31st, 2020. The TPS reserves the right to extend the contract for three additional one-year periods to March 31st, 2023.
NON-EXCLUSIVITY
The creation of this RFP shall not be a guarantee of exclusivity.
