TPS is accepting submissions for the provision of Locksmith Services for Various Toronto Police Service Facilities.
Submission Requirements
Electronic submissions will be accepted until 1:00:00 p.m. on Tuesday, June 26, 2018 as per the clock identified on MERX.
Your submission for this opportunity must be sent to TPS through the use of the MERX portal. Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFQ.
TPS reserves the right to reject any or all responses at its sole discretion.
PREAMBLE
The total annual work will not exceed $75,000. It is possible that similar work in more than one facility may be combined into one project. Security system work is not included in this scope of work.
The TPS will issue a Blanket Purchase Order for the provision of emergency and other designated services to the VOR.
TPS FCM reserves the right to determine the nature of the work required.
Work awarded and/or commenced prior to the expiry of this agreement shall be completed under the terms of this agreement regardless of the expiry date. The VOR shall also retain any warrantee obligations beyond the term of this agreement until the end of the warrantee period
Bidders submitting quotations shall have completed the work, similar in type and scope, and shall be able to refer to specific work of a comparable nature. The onus is on the Bidder to show their knowledge, understanding and capacity to conduct the work outlined in this Request for Quotation.
SCOPE OF WORK
- Shall include door and cell lock repairs, hardware replacement, firearm safe lock repairs and other designated work as required;
- Shall include all equipment, necessary for the supply and installation of all materials. The completion of this work will require close co-ordination to avoid disrupting on-going TPS operations;
- The VOR must provide 24/7 service. In some instances after hours and weekend work will be required;
- The VOR shall be aware that the TPS has certain agreements in place and the VOR will be required to work with other vendors and internal TPS staff; TPS facilities has a security vendor to supply, install security equipment at various facilities, the vendor may be required to work with TPS security vendor to resolve door access /hardware issues;
- The VOR shall be required to co-ordinate the work with the TPS Sr. Project Coordinator and facility staff. The work, generally, will be confined to the interior and exterior of the various facilities; and
- Where feasible the vendor shall schedule and coordinate the work in the most cost effective manner. If more than one work order has been issued at one location or area of the City, the vendor shall schedule the work that is cost effective to TPS.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback(if applicable)
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms and conditions of this Bid to other government agencies, if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Service Provider . Minor changes in terms and conditions may be negotiated by participating agencies. Please note: copies of the Service Provider’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Contract Term
The term of this Contract is for a two (2) year period commencing upon Award, with an anticipated start date of July 16th, 2018.
TPS reserves the right to renew for an additional (1) one-year period based on the same terms and conditions, including pricing. This renewal is contingent upon continued need, budget approval, acceptable performance and Board approval if applicable.
Contract renewals or extensions, if any, shall be at the sole discretion of the TPS.
