REQUEST FOR PROPOSAL (RFP) # 1266397-18
The Toronto Police Service (TPS) is seeking to establish a contract with a qualified service provider for the provision of emergency and non-emergency telephone interpretation services on an as needed basis for the Communications Services (9-1-1 Communications Centre) which also includes the Primary Report Intake Management and Entry (PRIME) Unit.
Submission Requirements
Electronic submissions will be accepted until 1:00:00 p.m. on Monday, July 30, 2018 as per the clock identified on MERX.
Your submission for this opportunity must be sent to TPS through the use of the MERX portal. Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFQ.
TPS reserves the right to reject any or all responses at its sole discretion.
BACKGROUND
Toronto, with a population of 2.79 million people, and up to 6 million people when including transient and tourism impacts, is heralded as one of the most multicultural cities in the world. It is also one of the safest large cities in North America.
As a result, a significant number of these residents primarily speak a language other than English and therefore many of the services and programs provided by both the City of Toronto and TPS require immediate telephone language interpretation in over 140 languages. In the year 2017 there were 60 languages that required language interpretation services by TPS.
Objective
Telephone-based language interpretation services are required for the Communications Centre. These services are required 24 hours per day 7 days a week including weekends and statutory holidays. Proponents submitting a proposal to this RFP should expect an average of approximately 60,000 minutes of interpretation time per year.
Proponents submitting a proposal for this RFP must comply and list the languages for which the proponent will provide interpretation, including the qualifications/certifications of the interpreter(s) that provide that language service, and the number of qualified interpreters for each language. Please refer to Schedule1 of this RFP and “Appendix D – Mandatory Requirements” form.
TPS does not guarantee any volume of work. Any amount(s) indicated in this RFP are estimates only.
Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
Piggyback (if applicable)
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies, if the proponent becomes the successful services provider. If the successful service provider agrees to this provision, participating agencies may enter into a contract with the service provider for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies. Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Term of Contract
The term of this contract for the provision of services shall commence after TPS approval and concludes after three (3) years from commencement. The TPS reserves the right to extend the contract for an additional one (1) year term. The vendor (s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS.
