Description
TPS is accepting submissions for Assorted Bicycle Equipment for Toronto Police Service (TPS) and offered to members of the Police Cooperative Purchasing Group (PCPG).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Wednesday October 23, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1295129-19/1 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor of Record for in accordance with the provisions and specifications contained in this Request for Quotation. Bidders must submit detailed requirements and cost prices for Assorted Bicycle Equipment according to APPENDIX A - SPECIFICATIONS and APPENDIX B - BID SUBMISSION FORMS outlined in RFQ document. All items in Table 1 must be bid on for your quotation to be considered.
Samples might be requested before award is granted. The award will be based on Table 1 total.
Contract Term
The term of this contract is for a 1 (one) year period commencing upon award of the contract starting from Friday November 1, 2019 until November 1, 2020 with an option to renew for an additional two 1-year period based on performance and other indicators which may include Board approval.
Restrictions, Min requirements and Mandatories
In addition to the mandatory APPENDIX A and APPENDIX B forms, the following completed forms to be submitted:
- TPS Policies Form
- Environmentally Responsible Procurement Form;
- Statutory Declaration Form;
- Key Personnel Form;
- Bidders Experience Form.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
POLICE COOPERATIVE PURCHASING GROUP (PCPG)
This Bid is being called by the TPS as the Lead Agency on behalf of the PCPG Members and for the purposes of this Bid, the TPS is the legal entity facilitating and preparing this Bid document. It must be clearly understood that by submitting a Bid in accordance with this document, the respective Bidder is agreeing that interested PCPG Members may review the respondent’s Bid document. If PCPG Members choose to participate with this contract, then each participating member will issue its own contract or purchase order, including delivery location(s) invoicing, terms of payments and contact(s).
The following PCPG members have indicated an interest in participating in this agreement, at the time when issued:
Niagara Regional Police, Barrie Police Services, Hamilton Police Service, Toronto Police Service, Waterloo Regional Police Service, Brantford Police Service, York Regional Police.
Other PCPG members may also choose to participate after the contract is awarded, if Bidder confirms to extend Contract Prices to other PCPG members in Fee Summary form under Table 1.
PIGGYBACK
The TPS may, upon request, permit other PCPG members not listed in this Bid Document to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms, and conditions of this Bid to other PCPG members if the Bidder becomes the Contractor. The Contractor agrees to this provision, PCPG members may enter into a Contract with the Contractor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating PCPG members. Please note: copies of the Contractors submission will need to be provided to the interested PCPG member (in confidence) in order to review prior to participating.
