The Toronto Police Services is requesting bidders For Supply and Delivery of Police Line Barricade Tape
Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to Friday June 24, 2022 1:00:00 p.m.
Historically, TPS has required the following annual quantities on an average basis: TPS’ annual requirements total approximately 850 rolls (1,000 ft per roll) per annum, averaging approximately 100 to 200 rolls per order
Dimensions of tape– approximately 7.5cm wide (3 inches) by 5 mils thick (0.001 inch)
Material – LDPE (low density polyethylene). Must be durable, resilient and tear-proof and (a) withstand rough and uneven surfaces
(b) withstand inclement weather;
(c) be non-toxic for safe indoor use
(d) Not self-adhensive
Colour– yellow background, with black lettering.
Lettering – 2 rows of block lettering in black
1st line = “POLICE LINE- DO NOT CROSS”
“POLICE LINE-” size 2.3 cm high (1 14/16 inches)
Top of letters positioned 1.5 cm (9/16 inches) from top edge of tape. Base of letters positioned ½ cm (1/4 inch) from the top of the second line of letters
“DO NOT CROSS” size 2 cm high (3/4 inch). Top of letters positioned 1.5 cm (9/16 inch) from top of tape. Base of letters positioned 0.5 cm (¼ inch) from the top of the second line of letters
2nd line = “CALL CRIME STOPPERS- 1-800-222-8477 (tips)
“CALL CRIME STOPPERS- ” Positioned under the phrase POLICE LINE
size 1.8 cm high ( ½ inch). Top of letters positioned 0.5 cm (1/4 inch) from base of 1st line of text. Base of letters approximately 1.8 cm (11/16 inch) from bottom edge of tape
“1-800-222-8477 (tips)” Positioned under the phrase DO NOT CROSS
size 13 cm high ( ½ inch). Top of letters positioned 0.6 cm (1/4 inch) from base of 1st line of text. Base of letters approximately 1.8 cm (11/16 inch) from bottom edge of tape
Roll length of 1000 feet each
The Vendor Must have repeat stock of 150 rolls on hand at all times.
Term of the Contract
The term of this contract is for one (1) year with the option to extend for four (4) one (1) year periods.
Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.
