TPS is accepting proposals to obtain a Vendor to supply and maintain existing and new Closed Circuit Television (CCTV) equipment, ancillary equipment, software, and services throughout the TPS. The selected Vendor may be required to assist in the design, install, and integration of new video surveillance systems. The Vendor may also be required to provide support, maintenance, and expansion of the TPS aerial fiber network when required.

The proponent must register with MERX as an E-bid Authorized Signer to attain a valid PIN from MERX in order to have the ability to formally complete and upload a proposal. Please ensure that the registration is completed 24 hours prior to uploading your proposal.

Electronic proposal submissions will be accepted until 1:00:00 p.m. on June 17th, 2019 as per the clock identified on MERX.
Your proposal submission for this opportunity must be sent to TPS through the use of the MERX portal. Proponents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFP.
TPS reserves the right to reject any or all proposals at its sole discretion.
Mandatory Requirements
- Proponent must be a Genetec Certified partner
- Panduit Certified Installer (PCI) or Sub-contractor certification accepted for PCI only.
- Proponent must be an authorized reseller / distributor and/or manufacturer for all submitted hardware/software for the following:
- Genetec
- Axis
- BCDVideo
- Panasonic/ approved equivalent
- Proponent must provide written verifications of Fiber Optic Certification for installation, design, repair, FOA-CFOT or equivalent
- Proponent personnel must have a minimum of five (5) years’ experience in CCTV systems, installation, operation and maintenance.
- Proponent personnel (subcontractor) must provide copy of Cisco Network integration and certification.
Only those firms passing the mandatory requirements will move on to the next stage of evaluation
Term of Contract
The term of this contract for the provision of services shall commence after TPS approval and concludes after approximately 3 years from commencement. The TPS reserves the right to extend the contract on a month to month basis, or based on a selection of strategic activities that are determined to be best executed by the successful team.
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
The Vendor (s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS.
Piggyback (if applicable)
The TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.
Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
