This Request for Services (RFS) is an invitation by the Toronto Police Service (TPS) to prospective and qualified staffing agencies and/or consultants to submit responses/candidates for a Data Collection Expert (contract) role for a Race-Based Data Strategy project, as further described in this RFS.

Respondents are to make their submission through the MERX EBS System prior to 1:00:00 PM local time on Friday July 19th, 2019.
Respondents shall be solely responsible for the delivery of their Submission using the MERX Portal by the Closing Date and Time, in accordance with the Submission Requirements.
The respondent is responsible for any and all costs associated with the preparation and submission. The TPS will not be liable to pay any such costs or reimburse the respondent in the event the TPS decides to reject all submissions.
Submissions that do not comply strictly with the terms and conditions hereof may be declared informal and/or disqualified. Submissions that are incomplete, conditional, obscure, or qualified will be rejected. Submissions not meeting mandatory requirements will be disqualified.
Your submission shall be taken as your statement that you understand the requirements and agree to comply with the requirements and any supplementary terms and conditions, or addenda stated in the submission documents. Your submission confirms that you have checked and confirmed your pricing and by signing the submission forms, you agree that you have not omitted any items from your submission and you will be bound by law to supply the services as specified at the prices proposed.
Role Description
The TPS signalled its desire to be an international leader in policing through its modernization Action Plan The Way Forward. It outlines how the TPS is taking strategic steps while growing and changing to meet the needs, demands and pressures of a complex city that is continuously growing in population size and diversity.
A key component of this change includes accountability, inclusivity, transparency and building community trust. Through consultations on The Way Forward, members of the public also indicated that ‘more transparent data and information-sharing is a key component of building public trust.’
The Race-based Data Collection Strategy has been formed to examine, develop and implement a Race-based Data Framework for the TPS on its internal (Service members) and external (public) facing systems. This will allow for the Service to tell its story; understand and explain its actions; and take corrective measures where necessary.
Following the Toronto Police Service Board (TPSB) policy on demographic data collection, TPS will also be examining and utilizing best practices, and will be aligning with the Provincial data collection framework. Established in April 2018, Ontario released the Data Standards for the Identification and Monitoring of Systemic Racism (or Anti-Racism Data Standards), and mandated race-based data collection in the child welfare, education, and justice sectors through a regulation under the Anti-Racism Act, 2017. The Anti-Racism Data Standard will serve as a guide for the collection, management, analysis and reporting on the data collection efforts of the Service.
The role will involve helping to develop the race-based data framework (including accounting for various privacy considerations), researching and applying jurisdictional best practices, developing benchmarking indices, performing complex analysis and developing reporting measures.
Each of these various components will involve over ten units/divisions/business areas.
Responsibilities:
Reporting to the Manager, Equity, Inclusion & Human Rights and the Project Manager, Race-Based Data Strategy Project, the successful candidate will be responsible for the following activities and deliverables:
- Participating or leading various tasks as assigned by the Manager and Project Manager
- As the lead, the Data Collection Expert will assume day-to-day planning, management and control of the assigned tasks and work streams including the elections of methodologies, techniques and tools as deemed appropriate
- Providing regular updates to the Manager, Equity, Inclusion & Human Rights and the Project Manager, Race-Based Data Strategy Project, as well as other key stakeholder groups, as required;
- Maintaining project artefacts including:
- Race-based data frameworks (including accounting for various privacy considerations);
- Benchmarking indices;
- Reporting measures;
- Project Reports, including progress reports and dashboard/scorecard updates;
Note: This engagement requires a transfer of knowledge to Toronto Police Service personnel.
Mandatory Skills & Experience:
- Possess a graduate-level university degree in a related discipline such as data management, human rights, criminology, sociology or social justice, or a minimum of 15 years of combined education, training and experience deemed equivalent
- Have a minimum of 5-7 years’ experience with race-based and identity-based data analysis projects, in the last 10 years
- Have a minimum of 5-7 years’ experience developing reports containing sensitive data, in the last 10 years
- Have a minimum of 5-7 years’ experience developing systems to track, maintain, organize, analyze and chart trend analysis concerning race-based and identify-based data, in the last 10 years
- Have a minimum of 5-7 years’ experience developing and implementing research frameworks and methodologies for large-scale projects, in the last 10 years
- Have a minimum of 5 years’ experience applying critical thinking and reasoning to analyze and interpret various forms of data, in the last 10 years
- Have a minimum of 5 years’ experience in social or commercial research and evaluation including data collection, analysis and presentation, in the last 10 years
- Have a minimum of 5 years’ experience working with research tools, techniques, processes and strategies conducting extensive research and producing reports, in the last 10 years
- Have a minimum of 5 years’ experience developing qualitative and quantitative analytical skills, particularly concerning the analysis of unstructured text data, in the last 10 years
- Have a minimum of 5 years’ experience developing strategic thinking skills to deal with ongoing challenges concerning socio-demographic data collection, in the last 10 years
- Have a minimum of 5 years’ experience using Statistical Software (SPSS, NVivo) and Microsoft Office suite (Word, Excel, PowerPoint, Visio), in the last 10 years
- Awareness of the challenges faced by racialized and diverse communities
- Knowledge of the social justice, human rights, diversity and inclusion principles
Term of Engagement
The term of the contract is 19 months, commencing on or around Wednesday September 18th, 2019 or earlier pending background checks. The TPS reserves the right to extend the contract for two additional six (6) month terms.
Work Location and Schedule
The location of the engagement will be at Toronto Police Headquarters, 40 College Street, Toronto, Ontario, M5G 2J3.
The work day is 7 hours/day, 4 days per week during weekdays excluding statutory holidays. There may be an occasional need for overtime or work outside of regularly scheduled hours, due to tasks or project accommodations.
The selected candidate will be required to complete a time sheet on a daily basis, indicating start and end time and activities with associated time spent. The time sheet must be authorized by assigned TPS Supervisor.
