The Toronto Police Service (TPS) is requesting Bid submissions from specialized vehicle builders for the design, configuration, training, implementation, and maintenance of a fully-functional, turn-key, scalable, and integrated drone vehicle (also known as remotely piloted aircraft system (RPAS)). TPS will supply one x 2022 Ford Transit-350 Cargo AWD High Roof HD Ext. Van 148" WB DRW Base (U8U) that will be outfitted as per the specifactions of this RFQ.
SUBMISSION REQUIREMENTS
Bids must be submitted through the MERX Electronic Bid Submission (“EBS”) system, before 1:00:00 P.M. on Wednesday August 24, 2022 as per electronic Bid clock identified on MERX. Submissions submitted in any other manner shall be found non-compliant and disqualified.
Bidders shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFQ.

Toronto Police Service reserves the right to reject any or all bid submissions or parts thereof and to waive minor irregularities in responses. Toronto Police Service reserves the right to accept the bid submission based on mandatory requirements and best value.
PREAMBLE
The following specifications outline the minimum requirements for a custom design and build of an RPAS Vehicle. TPS will supply a 2022 Ford Transit 350 AWD chassis to the successful bidder. The design of the work areas in the vehicle will be divided into two (2) separate areas including an operational work area in the main cabin, and equipment storage drawers located in the rear of the vehicle. The operational cabin must have a minimum of two desktops to support flight control for the RPAS pilots. The operational area must have the ability to sit a third officer to support command and control and or observational roles. The Cabin will be designed with the latest, technology to maximize operational efficiency. Furthermore, the vehicle must have the ability to operate in inclement weather. The vehicle must be able to remain self-sufficient for extended periods of operation. The vehicle shall include an outside flight operations area on the passenger side of the vehicle. This will include a built in monitor, power and HDMI outlets. Adaptability in the vehicle design and construction is pivotal as even the roof can and will be used for flight operations.
CONTRACT TERM
The initial contract term will commence upon award of the contract and run until December 31, 2022. All work to be completed by December 31, 2022.
PIGGYBACK (if applicable)
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms, and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendors submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
NON-EXCLUSIVITY
The creation of this RFQ shall not be a guarantee of exclusivity.
