The Toronto Pan Am Sports Centre Inc. (“TPASC”) is inviting Proponents to submit a proposal for services to complete concurrent tiling projects in the Dive Pool area for the Toronto Pan Am Sports Centre.

3.1. Project Items
TPASC requires the completion of tiling projects in the dive pool, beginning on July 31, 2024 when the pool will begin to be drained.
3.1.1. Regrout Dive Pool Deck
The first section of work will be to regrout the dive pool deck with epoxy grout to address the existing grout beginning to fail and reach the end of life. The area of the deck is marked in Appendix F, Section A. The adjoining deck of the competition pool was regrouted in 2023, and this work should complete the regrouting of the entire deck. This phase is to be completed while the pool is draining and work can commence July 31, 2024. Exact scope detailed below in section 3.3.1.
3.1.2. Re-tile Dive Pool Floor
The second section of work will be to remove the dive tank floor tiles and existing substrates to expose the concrete foundation of the pool interior floor. This will be followed by reapplying a waterproof membrane and retiling the floor. This work is required due to the existing tiles delaminating because of improper installation methods and lack of expansion joints. The scope of work is limited to the floor of the dive tank – all four walls were completed according to the recommended specification in 2020 and 2021. This phase can begin on August 7, 2024 – which is when the pool will be fully drained. Exact scope detailed below in section 3.3.2.
3.1.3. Regrout Top Section (12’-15’) of Dive Pool Walls
The third and final section will be to regrout the top 12-to-15-foot section of the dive pool walls. This is the section from the “toe-ledge” to the “finger-ledge” on all four walls and includes the steps at the north end of the pool. This section has not experienced any of the delaminating seen in other sections and does not to be removed and redone – it only needs the grout to be redone using epoxy grout to match the rest of the pool. This section can be completed concurrently to phase two. Exact scope detailed below in section 3.3.3.
3.5. Scheduling
The work must be completed as quickly as possible to reduce the impacts to programming. The winning proponent will have full access to the pool deck from Wednesday July 31st, 2024 while the pool drains. The winning proponent will have access to the drained pool tank by Wednesday August 7, 2024. All bids must include the shortest possible length of time that each section can be completed, including 24/7 work if possible.
