Description

SUEZ is investigating a potential project to upgrade the main plant incinerator at the Swan Hills Treatment Centre. The project involves the replacement of the Secondary Combustion Chamber (SCC) burners, and in doing so, shall include replacement of the natural gas fuel train (main and pilot) and separate the DCS control into a gas code approved BMS safety system. A new local BMS panel is required as part of the upgrade.
The Consultant will be responsible for the supply and design and commissioning of the upgrades including the responsibility of ensuring the CSA B149.3 Field Approval.

12.2. Meeting will be done virtually, Attendance must be confirmed to Daniel Caron the day before
by email to receive the “Microsoft Teams” invite. Virtually meeting is optional.
12.3. Purpose is to provide Proponents an opportunity to familiarize themselves with the Work
and with existing conditions, and with an idea of the conditions which will be occurring
simultaneously at the time of the work. SUEZ Canada Waste Services Inc.’s
representative(s) will be present.

Additional Bidding Instructions

Criterion 1: Proponent shall provide an estimate of schedule showing a project cycle from start to delivery of : burners, fuel train and BMS panels. Tabular form or Gantt chart is acceptable.
Criterion 2: Appendix 1 supplier information, proponent are to provide a separate document detailing answers to the questions listed therein.
Criterion 3: Proponent shall submit the Form of Pricing provided in Appendix 5.
Criterion 4: Proponents shall fill the provided Appendix 2 Safety Program.
Criterion 5: Proponents shall submit at least 2 references.
Criterion 6: Prove of experience with practical Lo Nox burner design, installion and commissioning
Criterion 7: Provide an example of the HMI overview screen the SUEZ can expect to use
Criterion 8: Example of Fuel train must certified by CSA and meet B149.3 , welding QC package complete with MTR, CRN and 10% NDT
Criterion 9: Design basis for the similar system
Criterion 10: Example of control narratives and functional description of the componentsfor Technical Evaluation
Criterion 11: Example of full engineering package icluding drawings. A list of drawing delierables.
