RFP SCOPE AND BUSINESS NEEDS
Farm Credit Canada has identified a need to increase its maturity in Service Management (SM) from a knowledge, process and tools perspective. As a result, FCC has worked with a number of partners to analyze its current SM maturity and develop a corresponding business case to improve its SM practice. Part of this assessment and program included identifying to what extent FCC wants to mature its SM program and correspondingly, what tool set would be needed to reach that maturity. As a result, FCC will assess various SM Platforms to see which one provides the best combination of performance, usability and value.
Service Management Platform
FCC is looking for a Service Management Platform that will meet our current and future Service Management Functions and as well provide improvements through technology to those processes. The Platform should be flexible to grow with us and the Service Management function
- Current Service Management Functions that would need to be met include but are not limited to:
- Facilities Management
- IT Service Management (Incident, Change, Problem etc.)
- Asset Management (IT, Non-IT, Asset Discovery etc.)
- Configuration Management
- Invoice Management
- Document Management
- Request Fulfillment
- Vulnerability Management
- Security Operations
- Future Service Management Functions include but are not limited to:
- Apart from meeting the Service Management Functions the Platform should be able to:
- Incorporate Artificial Intelligence and Machine Learning capabilities
- Create custom application and integrations within the platform
- Data Masking
- Reporting both Standard and Custom
- Advanced Analytics
Implementation
FCC would require the successful proponent to implement the Platform. FCC is open to the proponent partnering with a 3rd party to deliver the implementation. Deliverables or Tasks that would be expected but not limited to are:
- Discovery and Design
- Implementation and Configuration
- Data Migration
- QA/Testing
- User Training/Change Management
- Post Implementation Hypercare minimum 4 weeks
On-Going Advisory Support
FCC may require the successful proponent to provide On-Going Advisory Support post implementation. This support could include but is not limited to:
- Platform Configuration
- Platform Assessment or Validation
- Platform Enhancements
FCC requires that any proposed software solution be submitted only once. Software solution providers or resellers must submit their proposal in partnership with their preferred implementation partner. Solution providers may also propose reseller(s) to partner with in addition to implementation partners, so long as any proposed software solution is submitted only once. Multiple proposals for the same software solution from different implementation partners or as standalone submissions will NOT be accepted. Each proposal must clearly identify the implementation partner, and the solution provider is responsible for coordinating with their chosen partner to deliver a single comprehensive proposal.
FCC is looking for one (1) successful Proponent that will provide a single Platform that will help FCC achieve the business needs stated below. However, FCC reserves the right to award the RFP scope of service to one or multiple Proponents to ensure the success of the Service Management Function. The successful proponent would also implement and migrate any data to the new Platform.

- FCC Response to Proponent Questions Delivered Before: December 27, 2024 at 5:00PM*
- RFP Closing Date/Time: January 10, 2025 at 2:00PM*
NOTE: All times are CST – Saskatchewan. The above dates are subject to change at the sole discretion of FCC. Any changes to the RFP Schedule will be communicated to all Proponents via amendment on MERX.
RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.

- This Request for Proposals (RFP), including any attachments and amendments to such RFP, is available for download by the Proponent on MERX. MERX is a Canadian Public Tenders electronic bidding system accessible at https://www.merx.com. It is the sole responsibility of the Proponent to ensure its compatibility with MERX.
- Proponent proposals MUST be submitted electronically through MERX, preferably in a PDF or MS Word file, prior to the RFP Closing Date/Time specified in the RFP. Proposals submitted in other formats, by other methods or through any other means, or after the RFP Closing Date/Time specified in the RFP, may be rejected by FCC.
