Prior to GTAA granting a Proponent access to the RFP, the Proponent must complete and execute the non-disclosure agreement made available through the GTAA MERX Portal. Upon receipt of the executed non-disclosure agreement, GTAA will provide the Proponent with access to the RFP. If the Proponent is a Joint Venture, the lead Proponent must return an executed copy of the non-disclosure agreement to the Sourcing Representative to obtain access to the RFP and the lead Proponent must ensure all other Joint Venture members return their individual executed copies of the non-disclosure agreement to the Sourcing Representative prior to being provided with access to or copies of the RFP

The evaluation process for this RFP, will be divided into two (2) sequential phases, asfollows:
(i)Phase 1: Mandatory Requirements (Pass/Fail); and
(ii)collectively:
(A)Phase 2A: Technical Evaluation (70% weighted scoring); and
(B)Phase 2B: Financial Evaluation (30% weighted scoring).
