CBC/Radio-Canada is seeking Proposals from academic bodies or research firms for a comprehensive examination of its archival audio-visual, photographic and print material involving, or related to, First Nations, Inuit and Métis published between 1936 and 2025 inclusive.
As part of our National Indigenous Strategy, “Strengthening Relations, Walking Together,”, CBC/Radio-Canada is seeking proposals from academic bodies or research firms for an analysis of its archival audio-visual, photographic and print material involving, or related to, First Nations, Inuit and Métis published between 1936 and 2025 inclusive taking into account key moments in Canadian and Indigenous history.
The examination will include, but is not limited to, a representative sample of the following categories of content which are stored in CBC/Radio-Canada’s digital archives:
- French-language content produced by Radio-Canada, English-language content produced by CBC, and content of any language (including Indigenous languages) produced specifically by CBC North that focuses on, relates to, or includes to a significant extent, First Nations, Inuit and Métis Peoples (~345,000 items)
- Recorded radio and television broadcasts, live productions and programming, etc.
- Digital published articles.
It is expected that the archival analysis undertaken by the successful applicant should include, but is not limited to:
- Content Analysis - to assess the presence and frequency of specific stereotypes, slurs, terms, problematic imagery, biased or insensitive language, as well as any positive depictions or imagery as it relates to First Nations, Inuit and Métis, their stories and experiences;
- Sentiment Analysis - to assess the sentiment or tone of the content as negative, neutral or positive;
- Historical Context - anchor the analysis within the given historical context or language of its time.
The resulting analysis should include both quantitative and qualitative findings and result in the creation of a multifaceted and comprehensive report that includes relevant social and political context, media examples, and any recommendations based on the findings of the report.
An Agreement resulting from this RFX may potentially be for one (1) year with one (1) irrevocable option to extend for one (1) year period.

The key objectives in issuing this RFP are as follows:
To perform an independent study to provide insights into the representations of Indigenous Peoples in CBC/Radio-Canada archival content over time, taking into account key moments in Canadian and Indigenous history.

- Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than 14 November 2024 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
