Description

This Negotiated Request for Proposals (the “NRFP”) is an invitation by l’Hôpital Montfort (“HM”) to prospective proponents to submit proposals for Hospital Capital Planning services, as further described in Section A of the NRFP Particulars (Appendix D) (the “Deliverables”).
The document that will guide HM’s actions and dictate the deliverables is the Hospital Capital Planning and Policy Manual (2022) (the “Manual”) from the Ministry of Health.
HM is looking for a consortium, who will lead, in collaboration with HM, the development of the Deliverables required by the Manual for Stage 1 - Early Planning, including Stage 1.1 - Pre-Capital Submission (Part A & B),Stage 1.2: proposal Development (Part A&B), Stage 1.3: Functional Program (Part A&B) and Stage 2 – Detailed Planning.
As government approval is required following stage 1,1, stages 1.2, 1.3 and stage 2 are conditional upon such approval.
Although a proposal is required for stage 1 - Early planning, and for stage 2 - Detailed Planning, stage 2 will be optional as set forth in the Form of Agreement.
Proponents shall demonstrate their understanding of the requirements contained in this NRFP and explain how they will meet these requirements. Proponents shall also demonstrate their capability and describe their approach in a concise and clear manner for carrying out the work.

HM uses an electronic submission portal.
To be considered in the NRFP process, a proponent’s proposal must be received by the NRFP Submission Deadline, as set out in Section 1.4 (NRFP Timetable).
All proposals submitted by the Submission Deadline shall become the property of HM and will not be returned to the proponents. Proposals cannot be submitted after the NRFP Submission Deadline. Each proponent is responsible for ensuring its proposal is submitted prior to the NRFP closing date and time.

Proposals transmitted by any other means shall not be considered. Notwithstanding anything to the contrary contained in any applicable statute relating to electronic documents transactions, including the Electronic Commerce Act, 2000, S.O. 2000, c. 17, any notice, statement, or other instrument provided in respect of the NRFP may not be validly delivered by way of electronic communication, unless otherwise provided for in this NRFP.
