1 - Eastern Ontario Legal Clinics - Depth of Poverty

The ECOCLC wishes to retain an independent person or group to research and provide the data necessary for the ECOCLC members to understand the demographics of the populations on their catchment areas, and specifically, to gather and present verifiable data about the depth and breadth of poverty within the communities they are to serve.  The proponent will:
Identify demographic and socio-economic variables relevant to the ECOCLC client base.

1. Identify data sources for community profiles.
2. Prepare comprehensive community profiles for the 12 community legal clinics participating in the ECOCLC, with a separate report for each clinic/catchment area in written and electronic form that:

• Provides a narrative report of data analysis that presents the data with citations, tables, graphs, in English for 8 clinics, and in both English and French for 4 clinics.
• compares current Stats Can census to the prior Stats Can census

4. Provides a data set (with citations) for each clinic that includes:
   • Current census data from Stats Can, on indicators such as
     • age,
     • employment,
     • income level,
     • income source,
     • family status
     • language,
     • ethnicity,
     • Indigenous,
     • gender diversity
     • race
     • language spoken (French)
     • dwelling type
     • age of dwelling
     • rurality
   • Additional verifiable data from reliable sources local to each catchment area (eg. United Way, health units, homeless shelters, women’s shelters, social services, municipal governments, employment agencies, settlement agencies, migrant worker agencies, addictions services, John Howard/E Fry, food banks (eg. https://feedontario.ca/hunger-in-my-riding/results/), Ontario Health Team reports (eg. Northumberland 2022-2026 report), Living Wage by area, CMHC) that shows demographic factors that influence the depth and breadth of poverty in an individual/family, such as:
     • Housing types
     • Average rents
     • Market basket (food costs)
     • Vacancy rates
     • Housing costs (utilities,
     • Income source – Ontario Works, Ontario Disability Support
     • Disability
     • Number without doctors/health practitioners
     • Workplace injury rates
     • Literacy levels
     • Education levels
     • Graduation rates
     • Employment types and availability
     • Family status
     • Immigration status
     • Public Transportation availability
     • Percentage of income used for housing
     • Criminal record
     • Addictions rate
     • Mental health rate
     • Availability of local support services
     • Internet availability and reliability
     • Rate of intimate partner, gender-based and domestic violence
     • number of homeless (eg. time and count measures, or other sources such as local roundtables)
     • number of encampments
     • number of migrant workers (agricultural and temporary foreign workers)
     • number of international students
     • number of undocumented workers

5. Submit a draft report to the ECOCLC for review.

6. Submit a final report to the ECOCLC Oversight Committee for approval
