PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for the provisioning of Electric Vehicles (EV) Charging Stations, installation (potentially) and related services for all CBC\Radio-Canada locations across Canada.

An Agreement resulting from this RFP shall be for two (2) year(s) with four (4) irrevocable option(s) to extend for one (1) year(s) period(s).

1. SUMMARY OF REQUIRED GOODS/SERVICES:

The key objectives in issuing this RFP are as follows:

CBC/Radio-Canada is seeking proposals from qualified and experienced Proponents for the supply, possible installation, provisioning, and maintenance of EV charging stations and related services. The successful bidder will work closely with the National Fleet Coordinator and the Property Asset Management team to define a project management and governance framework and the means to implement it.

The Proponent’s mandate is:

● Supply and delivery of EV Charging Stations and Network, and,
● On-going Maintenance, Operation and Data Services.

2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements.
Supplier must provide concise responses to all requirements while limiting the length of each response. Indicating “Compliant” is not a complete answer and further detail is required to support the claim that the Proponent currently meets each of the requirements.

Proponent to supply (delivery, installation and maintenance) the charging stations Level 2, charging stations Level 3 and network across all Canada. Charging stations and network must be compatible with all major commercially available electric vehicles sold in Canada.
Supporting OCPP Data protocol
Provide data communication to a central platform (i.e. a central tool to control access, measure energy dispensed, plug in/out times, etc.)
All charging stations must have access control per vehicle – the control can be configured to not permit the equipment to dispense electricity unless authorized by means of Fob/ Radio-frequency identification RFID, Application etc…
Geographic coverage: Proponent shall complete the Appendix A1 – Geographic Coverage Requirements in response to this requirement and indicate any restriction for servicing certain technology in a given region.
Bilingualism: a) Companies need to be able to provide service and work in both official languages. Documentation, such as proposals and reports may be submitted to the CBC/Radio-Canada in either French or English. b)Training to be conveyed in both official languages.

3. TO OBTAIN THE RFP DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through MERX. If new to MERX then please visit www.merx.com and check out the “Offering” & “Pricing” header tabs to learn more.

Determine your eligibility to participate based on the description/objective statement for the RFP.
To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
Download the mandatory requirements qualification form.(this will also register you for the RFP)
Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
Email the completed form to the contact indicated in section 4 of this document

The document(s) to be completed and signed must be submitted the CBC/Radio-Canada representative no later than September 20th, 2024 3:00 p.m. Eastern Time. CBC/Radio-Canada will release the RFP to qualified proponents on October 04th, 2024.

Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from MERX that the RFP documents are ready for download.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

COMMUNICATION WITH CBC/RADIO-CANADA

Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (FIN20240222 Electric Vehicle Charging Stations) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than November 12th, 2024 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

Qualification Requirements

To obtain the RFP Documentation, Proponents must submit the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in the attached file. Deadline for submitting the form is September 18th, 2024.
The Proponent must be registered with Merx Canada. Once registered, the file containing the above documents is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid”.
