Description of Services:
Atomic Energy of Canada Limited (AECL) is procuring Internal Audit services. The scope includes acting as AECL’s Chief Audit Executive (CAE), developing a rolling three-year Risk-Based Audit Plan (RBAP), performing 5-7 annual audit engagements, and coordinating with Canadian Nuclear Laboratories (CNL) to enhance risk management.
Quantity/Estimated Quantity:
Approximately 5-7 audit engagements will be conducted annually, aligned with AECL’s governance, risk, and control priorities.
Procurement Method and Negotiations:
AECL intends to conduct negotiations with the qualified Proponent(s) who meet all evaluation criteria, following a best-value methodology that evaluates Technical, Commercial (Pricing), and ESG factors.
Options:
This contract includes an initial 5-year term with an option for a single extension of an additional 5 years, at AECL’s discretion.

Conditions for Participation and Required Certifications/Documents:
Proponents must agree, in full and without modification, to AECL’s Supplier Confidentiality Agreement (SCA) to gain access to the RFP and detailed scope of work. The SCA will apply throughout the RFP process and, if the Proponent is successful, will govern confidentiality under the resulting contract. The SCA will be available on the MERX bidding platform at the RFP release. Proponents are required to return an executed copy of the SCA to procurement@aecl.ca. Upon receipt, an AECL Representative will enable the proponent’s access to the full RFP via MERX. Additional mandatory conditions include conflict of interest declarations, national security compliance, and certifications to professional standards, such as CIA designation for key personnel. Proponents must also provide relevant experience and references from similar projects completed within the past five to seven years.
Selection Criteria:
Proponents will be shortlisted based on a best-value methodology, evaluating technical quality, pricing, and ESG commitments. The process may include interviews and scenario-based exercises to assess their approach and understanding of AECL’s requirements.
Number of Suppliers:
This RFP is open to all qualified Proponents, with shortlisting based on combined scores in Technical, Commercial, and ESG evaluations. The highest-scoring proponent will proceed to the negotiation stage. AECL reserves the right to award contracts to multiple proponents; however, our intent is to issue a contract to a single proponent.
