The Ministère de la Santé et des Services sociaux (MSSS) « Quebec Ministry of Health and Social Services » plans to undertake construction of a 404-bed hospital in the regional county municipality of Vaudreuil-Soulanges, under a « design-build-finance » (DBF) Contract. The Centre intégré de santé et de services sociaux de la Montérégie-Ouest (CISSS de la Montérégie-Ouest) will be the proprietor of the hospital.To this end, the Quebec Government has mandated the Société québécoise des infrastructures (SQI) to act as Project manager.
This Request for Qualifications constitutes the first step in the process to select a Contractor with whom the SQI will sign a DBF Contract for the Project.
This document sets out the information, instructions and dates for the Project and this Request for Qualifications. For a Response to be evaluated, both the Respondent and the Response must meet all eligibility and compliance conditions stipulated herein.
Online information session
An information session to present the Project will be held on August 19, 2020 at 10:30 am by Microsoft Teams. The web link to view the information session will be provided by addendum. Those who have obtained a copy of this Request for Qualifications on MERX and who wish to attend the information session must register with the representative of the SQI.
Bid reception and Submission
Responses may be submitted either in hard copy or electronically. Responses submitted electronically must be received through www.seao.ca under the number # 1396587. Responses received on hard copy must be received at the Société québécoise des infrastructures bid reception desk located at the following address :

In order to ensure consistency in the interpretation of the Request for Qualifications documents and to facilitate the exchange of information, the SQI has designate the following person to represent it :

The Contact is the only person whom any interested party may communicate regarding the Selection Process and the Project. The SQI, the MSSS or the CISSS de la Montérégie-Ouest are not bound by information provided by any other party.
Any communication by a Participant regarding the Selection Process or the Project with :
- SQI, CISSS de la Montérégie-Ouest or Government staff, with the exception of the Contact ;
- any Excluded Person ;
- members of the National Assembly of Quebec ; or
- any other Person not authorized by the SQI, if applicable,
may, at the discretion of SQI, result in exclusion of the Participant and the Respondent from the Selection Process.
Official Language
Pursuant to the Charter of the French Language (CQLR, c. C-11), contracts entered into by the Government, its departments and its organizations must be drafted in French, the official language of the Province of Quebec. Only the French version of the Request for Qualifications document is official and legally binding.
