Description

The purpose of this Request For Proposal is to invite prospective proponents with a successful track record of providing Construction Management services to submit proposals to Simon Fraser University for the provision of Construction Management services for the SFU Burnaby Campus Residence Precinct Infrastructure , as further described in this RFP.

The Burnaby Mountain Campus currently has seven residence halls and nine townhouse complexes built between 1965 and 2005 with a capacity of 1,554 beds. With some of this residential inventory approaching 50 years old, in 2013 SFU initiated formal long-range planning for renewal. A Residence and Housing Master Plan 2015 – 2035 (RHMP), was developed as an intentional plan for the future of student housing at the Burnaby campus. The RHMP proposed five phases of development to expand residence capacity at the Burnaby campus by 2028. As a result of this process, the expansion requires new and upgraded infrastructure in the residence precinct, including District Energy System (DES); Storm, Sanitary & Water; and Electrical & Communication services.

The successful Proponent will serve in the capacity of Construction Manager at Risk on behalf of SFU to, briefly stated:

provide preconstruction advice on constructability, construction cost and schedule, and
tender the Project scope;

and when tendering is substantially completed, if so elected by the University, deliver the Project in the form of a Stipulated Price Construction Contract.
