Description

This Request for Proposals is an invitation by SaskPower to Proponents to submit Proposals concerning a 20 MW/20 MWh Battery Energy Storage System as further described in the RFP Particulars (Appendix A).

SaskPower is a Saskatchewan Crown Corporation continued under The Power Corporation Act (Saskatchewan) and the primary supplier of electricity for Saskatchewan. It is principally responsible for the generation, transmission and distribution of electricity for most of Saskatchewan.

A high level overview of the Work is as follows:

The Work has been divided into three (3) components:

Package 1, concerning generally the design, engineering, supply and commissioning of the Battery Energy Storage System (BESS) and Power Conversion System (PSC);
Package 2, concerning generally the design, engineering, supply and integration of the Energy Storage System (ESS) Power Plant Control System (PPCS) and
Package 3, concerning generally the Site Works, electrical balance of plant design, engineering, procurement, construction and civil engineering design, engineering, procurement, installation of all ESS equipment supplied and providing BESS commissioning support.

Refer to the balance of this RFP for terms and conditions and additional information concerning SaskPower’s anticipated commercial and technical needs in respect of this undertaking.

This competition is available on MERX, and all amendments, addenda, clarifications, and further instructions will also be posted on MERX. Both a Microsoft Word and an Adobe PDF version of the RFP are provided. If there is any inconsistency or discrepancy between the Word version and the PDF version of this RFP, the PDF version shall prevail.

SaskPower intends to hold a WebEx information session at the date and time indicated. While this will be an optional session, Proponents are strongly encouraged to participate in the information session. To participate in the information session, Proponents are to register via email with the RFP Contact by 5:00 pm CST the day before the event. An effort will be made to respond and register up to the time of the event, however a response is not guaranteed. To register, email the RFP Contact with the names, email address and organization the participants represent. Proponents should log-in 5 minutes prior to the start time.
