SaskPower is preparing to initiate a competitive solicitation for 400 Megawatts (MW) of wind generation which will result in two separate 200 MW wind facilities. SaskPower intends to select one or two Independent Power Producer(s) to develop, finance, construct, own and operate two new wind generation facilities. The competition is planned to start with a Request for Supplier Qualifications (RFSQ) phase to qualify respondents to participate in a subsequent closed Request for Proposal (RFP) process.
SaskPower is targeting the competition to open with RFSQ issuance in the second quarter (Q2) of 2023. Proponents will be asked to provide a distinct site for each 200 MW wind facility bid into the competition and each proponent may submit more than one 200 MW proposal provided the physical sites do not overlap.
SaskPower intends to limit the eligible locations of the proposed facilities to the geographic area referred to as the “south-central zone of Saskatchewan”. This means that only sites wholly contained within the south-central zone of Saskatchewan will be considered for the purposes of this specific competitive process. The south-central zone consists of the following rural municipalities in SARM Division 2: Lake Alma No. 8, Surprise Valley No. 9, Happy Valley No. 10, Hart Butte No. 11, Poplar Valley No. 12, Laurier No. 38, The Gap No. 39, Bengough No. 40, Willow Bunch No. 42, Old Post No 43, Brokenshell No. 68, Norton No. 69, Key West No. 70, Excel No. 71, Lake of the Rivers No. 72, Stonehenge No. 73, Scott No. 98, Caledonia No. 99, Elmsthorpe No. 100, Terrell No. 101, Lake Johnson No. 102, Sutton No. 103, Lajord No. 128, Bratt’s Lake No. 129, Redburn No. 130, Baildon No. 131, Hillsborough No. 132, Edenwold No. 158, Sherwood No. 159, Pense No. 160, and Moose Jaw No. 161. It is anticipated that subsequent competitive offerings will be released by SaskPower that focus on other regions within Saskatchewan as strategically selected by SaskPower based on factors including, but not limited to, regional generation demand and transmission line capacity.
As SaskPower increases the number of renewable projects being brought online between now and 2035, there will be an increased focus in reducing project development timelines to ensure SaskPower meets its renewable energy goals. In this light, SaskPower will be including a scoring mechanism for evaluation of proposals that have initiated or completed environmental field surveys for the sites submitted into the competition. Those further along in completion of environmental survey work will receive higher points.
SaskPower is committed to working with Indigenous people, communities, and businesses throughout Saskatchewan to promote the procurement of goods and services from Indigenous individuals and businesses. To help proponents prepare for the upcoming competition, SaskPower invites any interested proponents to ensure they have initiated the process to establish special purpose entity(ies) with Indigenous people, communities, and businesses. During the RFP stage, SaskPower intends to require Indigenous equity ownership in the project at a minimum level of 10%.
There is no action required in response to this communication. This communication is intended to provide proponents some lead time before the competition opens to select project sites in the south-central zone, initiate environmental field surveys, and develop indigenous partnerships.
