SaskPower is preparing to initiate a competitive solicitation for a 100 Megawatt (MW) solar facility. The competition will start with a Request for Qualifications (RFQ) phase to qualify respondents to participate in a subsequent Request for Proposal (RFP).
SaskPower is targeting the competition to open with RFQ issuance in the second quarter (Q2) of 2022.
SaskPower is committed to working with Indigenous people, communities, and businesses throughout Saskatchewan to promote the procurement of goods and services from Indigenous individuals and businesses. To help proponents prepare for the upcoming competition SaskPower invites any interested proponents to ensure they have initiated the process to establish special purpose entity(ies) with Indigenous people, communities, and businesses. During the RFP stage, SaskPower will require Indigenous equity ownership in the project at a minimum level of 10%. Any proposals submitted into the RFP that do not have the minimum level of Indigenous equity stake in the project will not be considered for evaluation in the RFP.
SaskPower will be providing a site location for this competition. Any proponent who wishes to participate in the competition will be required to submit a proposal on the site SaskPower provides. More details about the site being provided including the location and other pertinent details will be provided during the public procurement process.
There is no action required in response to this communication. This communication is intended to provide proponents some lead time before the competition opens to develop Indigenous partnerships and to inform interested proponents that SaskPower will be providing a site location for the next solar competition.
