The RfP and all addenda will be posted on the Quinte Conservation website at http://quinteconservation.ca/site/index.php?option=com_content&task=view&id=27&Itemid=41

Review background information to understand the structure and the seepage history.
Perform a field inspection at Third Depot Lake Dam. Conduct invasive and/or non-invasive testing to determine the source of the seepage, the seepage path and whether the seepage flow has changed over time. Any in-situ monitoring equipment should be tamperproof to avoid damage and reduce the risk of data gaps since the site has been subject to vandalism in the past.
Survey the embankment and compare the results to the 2008 Hatch Energy survey. Quantify the settlement of the structure. Comment on the causes of the settlement and if there are any concerns.
Estimate the amount of material loss within the structure.
Assess the severity of the seepage as it relates to the structural stability of Third Depot Lake Dam and the gatehouse. Assess whether the dam heightening project will increase any stability risks related to the seepage.
Prepare a monitoring plan to assess changes in the seepage over time. The plan should include indicators of serious concerns and actions to take in response to indicators.
Identify any imminent or future risks attributed to the seepage. Determine repair options, associated costs and recommend when the project timeline based on the severity of the problem.
Recommend next steps, costs and timeframes.

The proposal shall include:

Details on the approach and methodology
contact person and phone number and people involved in the preparation of the proposal
Gantt chart schedule showing activities, meetings, report submissions, etc.
a list of key staff, their related experience in Ontario and role on this project
corporate experience on similar projects in Ontario and elsewhere
sub-consultants to be used, their role, corporate experience in Ontario, key personnel, per diem rates and the mark-up rate to be used
estimated project cost for each study component
project consulting fee to be used as a ceiling (upset) limit. The mark-up and calculation method shall be clearly described
attestation of all addenda reviewed
state all assumptions used

Proposals shall not exceed 10 pages in length.
