This RFP has been prepared to seek prospective Proponent’s experience, proposed solution, and pricing quotations for PSHSA requirements for a newly redesigned website, including e-commerce and CMS capabilities.
PSHSA is seeking the services to deliver an end-to-end solution for our corporate website, ecommerce business, and integrated into our Learning Management System, CRM, and financial system. The goal of this project is to make it easier for our clients to buy training services and find and download resources. We are looking for a firm to develop a modern, client-first solution supported by a CMS that can be managed internally ongoing. We require this project to be completed no later than March 31, 2025.

eCommerce
- Product and SKU management for training products and physical products through our fulfillment vendor
- Support for several buyer journeys.
- Finding, scheduling, and purchasing training products (i.e. classroom training sessions, virtual training sessions, and eLearning course delivery)
- Note that the same “product” (i.e. training course) can have multiple modes of delivery, with differences in scheduling and pricing, including:
- Instructor-led in-person
- Instructor-led virtual/online
- Self-paced eLearning
- All of the modes should be available to purchase for a buyer looking for a specific certification
- Purchasing physical product (manuals/assets for training sessions)
- Request for private training: Online form, generate a quote, accept, and create invoice
- Chat integration with either a chatbot and/or a live Client Experience Team member at PSHSA to answer client questions
- Product recommendations in the buyer flow

UI/UX
- Strategic guidance on wireframes and buy flow based on best practices and current sales data
- Include a scalable solution for strategically important Ministry of Labour (MOL) project features on the website, while minimizing impact on navigation and site complexity/bloat
- Calls to Action (CTA) to support each of the buyer journeys in case human interaction is required to help complete the transaction
- Improve key metrics of traffic on course pages, resources downloaded, and CTA clicks for booking courses, and reduced click-through path for high-value CTAs (resource download, book course)
- Reduction in Cumulative Layout Shift (CLS) errors and an overall CLS site score of 0.1 or less
- Overall guidance and implementation of best practices to optimize web vitals
- Compliance with accessibility guidelines such as the Accessibility for Ontarians with Disabilities Act (AODA) and Web Content Accessibility Guidelines (WCAG), and strategic recommendations for creating a website and user experience that is accessible for all
- Optimized for cross-browser and cross-device functionality for a consistent user experience and optimal performance across all web browsers and devices
- Suggestions and recommendations for use of AMP webpages to reduce page load times
- Implementation of on-page and technical Search Engine Optimization (SEO) best practices, including (but not limited to): page load speed, schema structured data, page URL structure, mobile-friendliness (user experience), page metadata.
- Strategic use of rel=”canonical” tags for duplicate content in cases where same or similar content must exist in multiple places on the website
- Overall recommendations on best practices for UI and UX
Content Management System
- Design of modern looking website using flexible, open-source CMS
- Create various CMS templates for PSHSA to use in the future
- Ability for PSHSA staff to create, modify, or remove pages, with full back-end access for design, and implementation/editing of HTML, CSS, and Javascript
- Ability to install additional plugins to supplement website functionality as needed (e.g. lead management, web forms, chatbot)
- Migrate existing content from our current website
- Options and costs for T&M ongoing website design and web development activities
- Ability to offer “gated” (name, email, etc.) resources downloads for high-value/impact materials, ideally funneled into an automated workflow to promote PSHSA and course registrations
Hosting
- Hosting service offerings, including uptime and support SLAs, inclusions, exclusions, and ongoing costs
- Backups, Disaster Recovery, Recovery Point Objective (RPO), and Recovery Time Objective (RTO)
