Invitation to Proponents
This Request for Proposals ("RFP") is an invitation to prospective Proponents to submit proposals for the provision of “A Fully Automated Random Access Assay System for the Detection of Toxoplasma gondii IgG and IgM Antibodies in Human Serum”, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by the Ontario Agency for Health Protection and Promotion (“Public Health Ontario") (www.PublicHealthOntario.ca).
Background
PHOL, Toronto laboratory provides Toxoplasma gondii serological testing for the Province of Ontario. Toxoplasmosis is caused by an intracellular protozoan parasite called Toxoplasma gondii. It is usually an asymptomatic or mild disease in adults. Toxoplasmosis acquired in utero can result in spontaneous abortion, prematurity or stillbirth. Fetal infections may result in blindness, encephalomyelitis, impaired brain functions, cerebral calcifications and death to the neonate. Toxoplasmosis infection also affects patients with AIDS and those who are otherwise immunocompromised due to transplantation or immunosuppressive therapy. Toxoplasmosis is treatable with antibiotics. Early detection of acute infection using IgG and IgM serological tests allows for early and adequate treatment thereby reducing the risk of the disease in immunocompromised and pregnant patients.

The following is the schedule for this RFP:

- Proponent's Deadline for Questions 04:00 pm on July 31, 2017
- Deadline for Issuing Addenda 04:00 pm on August 8, 2017
- Proposal Submission Deadline 11:00:00 am Toronto Time on August 21, 2017
Period for Which Proposals are Irrevocable after Proposal Submission Deadline: 180 days
Contract Period
The term of the agreement is to be for a period two (2) years with an option in favour of Public Health Ontario to extend the agreement on the same terms and conditions for up to one (1) additional one year term. It is anticipated that the agreement will be executed on or around June 1, 2018.
In order to be considered, proposals in response to this RFP must be received by the Ontario Agency for Health Protection & Promotion, no later than 11:00:00 a.m., Toronto time, August 21, 2017.
