Notice is hereby given that Provincial Health Services, intends to directly award a Contract to the following supplier to provide Software Support for Specimen Gate Software, a Newborn Screening program to BC Children's and Women's Hospital for a term of January 1, 2020 to December 31, 2020 at an estimated value of $126,680.

In accordance with applicable trade agreements the Provincial Health Services Authority on behalf of BC Children's and Women's Hospital has chosen not to proceed with a competitive process for the following reason:

· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

(a) to ensure compatibility with existing products/systems



Rationale

Children's and Women's Health Centre of BC is currently using Specimen Gate Software. The Newborn Screening program is a provincial program, and no other lab in the province does this type of testing in BC. There is no other vendor to provide software and support for this application. Perkin Elmer is the only vendor able to provide support as its proprietary software.


Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Diane Lindsay, Buyer, by email before 2:00pm Pacific Time, June 8, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
