The Vancouver Police Department (VPD) wishes to acquire a standalone Recruiting Management System (RMS). The successful application could be on premise or as a service. The VPD expects to improve efficiency and reduce barriers through tracking, maintaining, and storing records through the internal and external hiring process for Police Officers and Special Municipal Constables. As an applicant progresses through the hiring process, there are multiple steps that include completing forms, testing, interviews, assessments (physical, medical, and psychological), reviews, background checks, and approvals. It is expected that the new standalone system will have an intuitive and easy to use workflow system that can accommodate multiple levels of user permissions and authority, as well as various types of documents and files for uploading. The product must be integrated or linked to the www.joinvpd.ca website. Additionally, the product must have smartphone application capability, this way applicants may apply and manage their application either online, from a web-page, or via the application
