The Insurance Corporation of British Columbia (ICBC) hereby gives notice that it intends to direct award a contract to Nancy Anderson (‘Contractor’) with an address of 2953 Argo Place, Burnaby, BC V3J 7G2 to teach the B.C. Graduated Licensing Program (“GLP”) Instructor Course. This contract term is for two years from September 15, 2024 to September 14, 2026. The value of the contract is estimated to be $130,000 plus applicable taxes. ICBC continuously seeks to ensure drivers are well-trained and, consequently, to improve road safety. To support these efforts, ICBC requires an eligible and experienced facilitator to independently teach the Instructor Course. The facilitator must have extensive knowledge and experience in the driver training industry and be proficient in theory teaching practices and the curriculum that make up the GLP theory course. The instructor must have experience in delivering interactive lessons and demonstrates exceptional organizational, ethical, professional and customer centric standards. ICBC posted a competitive public procurement in 2022 for these services, NRFP 1443 Facilitator - GLP Instructor Course. The bid had very limited interest and did not lead to successful contract award. Due to lack of results from the NRFP, ICBC direct awarded the contract to the Contractor who has extensive experience in the driver training industry, including development and delivery of GLP course contents. The Contractor has gained extensive knowledge on GLP training with their work to date and can provide ICBC required continuity. The GLP Facilitator provides in-person services in the Metro Vancouver area and they must be able to travel to other locations in B.C. ICBC reserves the right to adjust the number of courses that will need to be delivered outside of the primary work region (New Westminster Justice Institute campus). The GLP Facilitator must have demonstrated a minimum of five years of experience in the fields of driver training, driver education, or related fields, including deep knowledge of the current state and trends of the driver training industry. They also must demonstrate at least three years of experience in teaching. In addition, they must consent to a criminal record, driver license, debt and claims record check, and signing the ICBC code of ethics
