Description

The RFB seeks to establish a multiple vendor, mandatory-use, enterprise-wide Vendor of Record (VOR) arrangement for IT & Business Research Subscription Services to support day-to-day government operations.

The VOR will provide IT and HR Research Subscription Services to OPS and non-OPS clients, on an “as and when requested” basis, across the Province of Ontario through a subsequent second stage selection process initiated by Clients.

Supply Ontario is seeking to ensure uninterrupted goods and services to Ontario Public Service (OPS) Clients. The use of the VOR arrangement will be mandatory for all ministries and agencies covered by the OPS Procurement Directive, regardless of value. The VOR arrangement will also be open to non-OPS entities on an optional basis.
Scope of Work
Proponents are invited to submit Proposals in one, or more, of the following two (2) Streams:

• Stream #1 – Information Technology (IT)
• Stream #2 – Human Resources (HR)

Each stream will be composed of two categories:

• Category A – Research Subscription Services
• Category B – Research Subscription Services and Analyst Access

Under each Stream, the Proponent may choose to submit a Bid according to any combination of Categories as listed below only:

a) Category A; or
b) Category A and Category B;

Proponents may not submit a Bid for Category B only, except if that Proponent does not currently provide Category A - Research Subscription Services - as a separate service only, as described in Category A.

Each Category will be evaluated and awarded separately.

The term of the agreement will be for a period of four (4) years, commencing upon the execution of the agreement, with the option in favor of Supply Ontario to extend the agreement on the same terms and conditions for up to one (1) additional term of two (2) years.

During the term of the Vendor of Record Arrangement, Supply Ontario may choose to issue one or more further request for Bids (“Refresh RFB”) to invite Proponents to submit Bids to be added as additional new Suppliers under the VOR Arrangement. If Supply Ontario chooses to issue the Refresh RFB, the Refresh RFB will be issued on the Ontario Tender Portal (OTP). The decision as to whether and when to issue the Refresh RFB will be at the sole and absolute discretion of Supply Ontario. If Supply Ontario chooses to issue the Refresh RFB, Supply Ontario will post a notice on the OTP notifying Suppliers of the issuance of the Refresh RFB.
