2.0 Services and Requirements
2.1 Qualifications
All Vendor(s)’ assessment personnel must meet the qualifications as prescribed in the Qualifications of Assessor Regulation AR 233/2005. The Vendor must provide the name of the individual to be appointed by the Town as the designated assessor in accordance with the Municipal Government Act.
2.2 Statutory Performance Requirements
a) Prepare assessments in accordance with the Municipal Government Act and its attendant regulations, and adhere to any other policies or guidelines as issued from time to time from the Alberta Provincial Government;
b) Provide completed assessments to the Town in compliance with the statutory timelines prescribed in the Municipal Government Act and its attendant regulations;
c) Provide assessment information as requested by the Minister of Municipal Affairs in compliance with the statutory reporting requirements prescribed in the Municipal Government Act and its attendant regulations; and
d) Provide projected assessment changes for the coming year to aid in budgeting.
The assessment services covered by this RFP will not include the assessment of properties assessed by the Provincial assessor.
2.3 Computer Assisted Mass Appraisal (CAMA)
a) Provide comprehensive computer assisted mass appraisal software (CAMA) and all subsequent hardware, at the Vendor’s sole cost, required to provide the assessment service;
b) Provide any data conversion at the Vendor’s sole cost, which may occur as a result of differing versions of CAMA software;
c) Provide the annual assessment electronically in a format compatible with the Town’s tax base software; and
d) Provide security for all assessment data through regular backups. Any system malfunction that results in loss of assessment data or requires re‐entry of assessment data will be remedied at the sole cost of the Vendor.
2.4 Property Inspection
The Vendor shall provide a schedule of property inspections, including cyclical inspection, of existing properties and annual inspection of new development. The Proposal must identify a proposed inspection plan.
2.5 Unique Property Valuation
The Vendor shall be responsible for several unique and difficult to value properties, such as resort hotels, visitor accommodations, bed & breakfasts, etc. The Proposal must identify an inspection and valuation plan to accurately assess and maintain these property types.
2.6 Public Relations
The proposal must include information on how ratepayer assessment questions and concerns will be addressed.
The Vendor shall:
a) Address ratepayer assessment questions and concerns, in a timely manner;
b) Provide direct communication (telephone or email) to address day‐to‐day questions from ratepayers;
c) Conduct onsite interviews with ratepayers on request; and
d) Deal with the media only in concert with representatives from the TOWN.
