CS-REC-2024/0040 - Recreation and Culture Fees and Charges Framework, Facility Allocation Review, and Implementation Strategy

The City’s Recreation and Culture department fees and charges structure has not been reviewed nor updated in many years. While local market reviews have been completed, the structure, principles (levels of cost recovery, financial accessibility, etc.) have not been reviewed or updated. This includes the City’s policies and/or procedures related to subsidies, types of fees, definitions and user requirements. Over time, many exceptions, and inconsistencies in how fees were applied (or not) have been experienced by the community causing a lack of transparency, consistency and equity for some in the community. These issues make it difficult for staff to provide quality customer service related to making independent and confident decisions in applying these fees and allocating facility time.

While City staff resources will lead and manage the project, additional consulting support is required to complete specific market research analysis, community and organizational consultation and align recommendations. Consulting support will be required to ensure industry best-practice, local priorities, and community needs are considered. Fees and charges related to facility rentals, equipment rentals, service/administration fees, and fees for goods will be included. Fees and charges related to general admission fees and passes, programs, and facility leases are out of scope, and will not be reviewed at this time. Input and engagement with Council, Senior Management, regional partners, community user groups and the general public will be required to confirm and align principles.
