An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
The Correctional Service Canada requires Renal Dialysis Services on site at the Regional Medical Hospital, Regional Treatment Center, Pacific Institution. The work will involve the following:
1.1 Objectives:
To provide Haemodialysis and Peritoneal Dialysis support within the CSC Pacific Regional Hospital dialysis unit to decrease the likelihood that clients will require outside appointments for this purpose. Level of Effort may vary, as per the Project Authority based on level of need. Hours may range from five (5) hours per week to forty (40) hours per week.
1.2 Tasks:
The Contractor must:
• Provide individualized nursing care and dialysis treatment and support to inmate(s) located at the Regional Treatment Centre (Pacific) that require such treatment;
• Oversee the dialysis treatment from start to finish and complete the cleaning of the machines following treatment. The Contractor must also maintain the dialysis machines;
• Coordinate the on-site Nephrologists patient clinic, as required, based on the current needs of the clients being followed. The Project Authority, in collaboration with the Contractor, may adjust the clinic schedule and number of hours per week during the contract. The Project Authority will notify the Contractor of any planned changes to clinic schedules a minimum of three months prior to the implementation of the changes. The clinic schedule changes may be implemented sooner by mutual agreement;
• Work independently and provide client care within their scope of practice as a specialty trained nurse.
• Work closely with the contracted Nephrologist in order to coordinate the care for the clients on Dialysis treatment, or those being followed pre-treatment, or for ongoing monitoring and preventative treatment;
• Work within a structured Correctional setting (Prison Hospital)
• Follow Operational and Security procedures for personal safety including, but not limited to, wearing a Personal Protective Alarm;
• Update and maintain Site Specific Policy and Procedures Documents for Dialysis care in order to ensure practices continue to meet evolving and changing community standards;
• Work closely with the Chief of Health Care and the Medical Hospital coordinator at the site to ensure needs of clients are met, that Accreditation Canada standards are maintained, and client safety initiatives are supported;
• Liaise with Provincial partners in order to coordinate transfers of care from the institution and receipt of clients back into care in a safe manner;
• Provide nephrology nursing care in accordance with established guidelines including legislative requirements, Provincial regulations, and accepted practice standards within the province in relation to Dialysis provision in a Community setting.
1.3 Expected results:
Provision of Dialysis Nursing services as and when required to clients on-site at the Regional Treatment Centre in Pacific Institution.
1.4 Performance standards:
Must be able to provide services to new clients within 48 hours notice, up to five days per week or as required by the Project Authority.
Must be able to provide Dialysis Nursing Services to existing clients as and when required based on client needs.
Must maintain Dialysis Equipment, or as recommended by manufacturer of the equipment.
1.5 Deliverables:
1.5.1 The Contractor must provide individualized nursing care and dialysis treatment and support to inmate(s) located at the Regional Treatment Centre (Pacific) that require such treatment;
• The Contractor must provide documentation as required for Dialysis client care in English for the following stages of client care (as per the standardized nursing process):
a) ongoing assessments and planning of care;
b) provision of care;
c) discharge planning;
d) and transfer of care purposes.
• The Contractor must provide recommendations to the Regional Medical Hospital Management Team in order to assist them in meeting community standards in the field of Haemodialysis;
• The Contractor must enter information from 1.5.1 a,b,c & d into OSCAR the CSC’s Electronic Medical Record;
• The Contractor must manage, maintain and service the dialysis machines after each use, or 3 times weekly if not in use or as recommended by the manufacturer. The Contractor must be able to effectively communicate with the manufacturer of the dialysis machines for regular maintenance and for terminal storage.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:
1.6.1 Location of work:
a. The Contractor must perform the work at the Regional Treatment Centre, Pacific Institution – 33344 King Road, Abbotsford BC.
b. Travel
i. No travel is anticipated for performance of the work under this contract.
1.6.2 Language of Work:
The contractor must perform all work in English.
1.6.3 Security Requirements:
This contract includes the following security requirements:
SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:
PWGSC FILE No. 21860-24-0013
1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
2. The Contractor personnel requiring access to PROTECTED information, assets or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
3. The Contractor MUST NOT remove any PROTECTED information or assets from the identified site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
5. The Contractor must comply with the provisions of the:
a) Security Requirements Check List and security guide (if applicable), attached at Annex C;
b) Contract Security Manual (Latest Edition).
CSC Approved Health Services Exemption for the Removal, Offsite Storage and Electronic Data Processing of Offender Personal Medical Information under CSC issued contracts.
1. The Contractor/Offeror must practice and take measures to protect shared personal health information in accordance with the applicable legislation which governs the disclosure of personal and health information under federal and provincial laws, applicable provincial health information acts, and the provincial/territorial regulatory body’s professional practice standards. This includes collection, receipt, transmission, storage, disposal, use and disclosure of information under its control among authorized persons of employees of the Contractor/Offeror.
2. In case of security breach or the unauthorized use of shared personal information, the Contractor/Offeror must notify the CSC Project Authority and implement all procedures and disclosure requirements as defined by their professional certifying body and those required of federal and provincial laws and regulations.
2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
o Proficiency in operating Nikkiso dialysis machines; must have completed both clinical and technical dialysis training with Nikkiso dialysis machines within one year prior to the ACAN closing date.
o Must possess 2 years experience in within the last 5 years prior to the ACAN closing date in dialysis nursing services.
Professional designation, accreditation and/or certification:
A. Must be actively registered and licensed as a Registered Nurse (RN) in good standing with the British Columbia College of Nurses & Midwifes.
B. Must have a current and active cardiopulmonary resuscitation (CPR) certification.
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Indigenous Business
This procurement is not subject to any set-asides for Indigenous Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.

The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.

The proposed contract is for a period of 3 years, from September 1, 2024 to August 31, 2027.
