Description of Work:
The Department of Foreign Affairs, Trade and Development (DFATD) has a global telecommunication network (MITNET) managed by Shared Services Canada which supports the international work of partner departments, agencies, and co-locators, and requires reliable service 24 hours a day. This network is sound and secure but out of date and in need of transformation in keeping with the digital government movement and emerging technologies. The Department needs to ensure a consistent experience regardless of an end-user’s geographical location. The department has a long history of introducing innovative approaches to delivering results for Canadians while securing its network and protecting its people and partners.
The Department of Foreign Affairs, Trade and Development’s (DFATD) Digital Strategy is modernizing mission networks, positioning the department to be digitally enabled and more secure. The Strategy focuses on continuing to develop user-centered digital solutions through modernized service delivery and processes, and a focus on shift-left (self-served) support model. The Department’s multiple mandates, globally distributed workforce, stand-alone and siloed enterprise platforms, as well as the 2013 merger of two departments have generated information technology and information management systems and process inefficiencies.
The Domestic IT Service Delivery and Support team (SIS) is a multi-disciplinary/cross-domain team consisting of 85 FTEs, 6 Direct reports and 60 consultants; which includes the International (24/7/365) IM/IT Service Desk and its IT Incident management support functions; the National Capital Region (NCR) Hybrid IT Support services (on site and remote), the IT Service Management and Product Management services, the IT Asset Management, Ministerial IM/IT Services, and the IT, non-classified, computing hardware and the classified Secure computing hardware maintenance. The review and analysis of the service delivery and support functions identified challenges related to the scope, complexity, and governance of service delivery leading to performance below expectations and industry benchmarks.
The International IT Operations team (SIS) has IT Professionals strategically located around the globe. They consist of Canadian Foreign Service IT Professionals (FSITPs) posted abroad (typically from 1-5 years) and locally hired IT Professionals working to keep their region’s (consists of one or more Embassies, High Commissions, Trade Offices, Consulates, etc.), IM/IT systems functional, minimize downtime, efficient, responsive, etc. The International team is facing similar IT issues as the Domestic IT Service and Support Team. In April of 2021, the International IT Operations team initiated a series of engagements by interviewing clients, support staff, partner agencies IT support staff, etc. In June of 2022, they officially launched the International Service Delivery Transformation Initiative. The Domestic IT Service Delivery and Support team (SIS) is looking to align this Program of Change initiative with the International Service Delivery Transformation initiative, to create synergy between the two initiatives as they share the same pool of rotational staff.
The objective of this RFP is to gain access to a team of resources to support the evolution and maturity of the Service Support and Delivery model to the next generation. IT service support and delivery capability focused on the digital business of DFATD and become more client-centric, agile, and integrated in business solution development. The aim is to evolve the Service Support and Delivery function into a high-performance capability through the development and implementation of a Service Support and Delivery optimization roadmap.
