Correctional Training Program (CTP) – Meal Services

Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
Correctional Service Canada (CSC) Learning and Development is planning up to four (4) Correctional Training Programs (CTP) in the Pacific Region. They will be delivered to a maximum of twenty (24) recruits per CTP. Each CTP has a duration of approximately three (3) months. The number of recruits may decrease, by an average of 16%, over the CTP delivery.
GENERAL REQUIREMENT
The Contractor must:
• Provide individual lunch and dinner meals for up to four (4) CTP groups for the following dates:
1. FIRST CTP GROUP: November 6, 2023 to February 13, 2024;
• November 6, 2023 DINNER ONLY REQUIRED FOR THIS DAY
• February 13, 2024 LUNCH ONLY REQUIRED FOR THIS DAY
2. SECOND CTP GROUP: February 20, 2024 to May 28, 2024;
• February 20, 2024 DINNER ONLY REQUIRED FOR THIS DAY
• May 28, 2024 LUNCH ONLY REQUIRED FOR THIS DAY
3. THIRD CTP GROUP: Exact calendar dates are yet to be determined;
4. FOURTH CTP GROUP: Exact Calendar dates are yet to be determined.
• Provide one (1) “mess” dinner to a maximum of 24 recruits per CTP group as above. A “mess” dinner is a final dinner meal the contractor provides for all active recruits within the CTP at the end of the training. The mess dinner must include a different menu option from what the contractor normally provides during other dinners for the CTP duration. The contractor must deliver and serve the mess dinner in the conference room at the CSC designated accommodations where the recruits will be residing. This final dinner meal will occur at a date and time the contractor and Project Authority agree to. The Project Authority will confirm the date and time of the mess meal no less than fourteen (14) calendar days before the end of the CTP group;
PANDEMIC REQUIREMENTS
• The Contractor must provide a point of contact (POC) to oversee and liaise with CSC and Health Authorities to respond to COVID-19 related issues;
• Should an outbreak occur or recruit(s) have to self-isolate, or both, at the accommodation location, the Contractor must have protocols in place as per Health Authority Guidelines. The Contractor must deliver meals to the recruit(s) in self-isolation at the accommodation location at the individual recruit(s) hotel room door(s).
MEAL REQUIREMENTS
• The Contractor must provide a point of contact (POC) for food services coordination;
• The CTP recruits will be lodged in a hotel for the duration of their training program. CSC will provide details of the hotel and location; it will be within 20km of the Correctional Learning and Development Centre (CLDC) in Abbotsford. The Contractor must deliver all meals to at least one location daily;
• The Contractor must provide a varied one-month rotational meal plan for dinner and a two-week rotational meal plan for lunch that meets Canada Food Guide standards in portion size, quality, and composition;
• The Contractor must provide at least one vegetarian choice per meal;
• At CSC’s request, the Contractor must be able to accommodate special dietary and allergy needs; CSC will provide details on special dietary and allergy needs a minimum of seven (7) calendar days prior to the recruit’s start date;
• The Contractor must provide a hot meal choice at least 2 times per week for the duration of CTP;
• The Contractor may provide lunch meals either individually packaged or, if delivered to one of the training locations, as a “buffet” style;
• The Contractor must provide dinners in re-heatable containers;
• The Contractor must provide, one-week in advance, the food menu to the CSC point of contact (POC). The Contractor may submit Menu selection in one of the following ways:
o provide the menu in the form of a weekly menu submission given at least seven (7) calendar days prior to the Sunday of each following week;
o provide a food menu outlining the meals for the entire CTP group. This menu would specify all of the weekly meals for the entire duration of the CTP Group. The Contractor must provide this menu submission‘s no less than seven (7) days prior to the start date of a specific CTP.
• The Contractor must provide meals according to the following schedule:
LUNCH
• Monday to Friday (Statutory Holidays excluded): The Contractor must provide lunch meals for up to 24 recruits. They will either be delivered to recruits prior to leaving the hotel* in the morning for training (6:00am to 7:00am) or delivered to the recruits at their training location that will be within 20kms of the designated hotel* by the assigned time (11:00am to 12:00pm);
• Saturday, Sunday & Statutory Holidays (including Christmas and Boxing Day, if a CTP is underway during those statutory holidays): Lunch delivered to the hotel* between 11:30am – 12:30pm.
DINNER
• Sunday to Saturday and Statutory holidays (including Christmas and Boxing Day, if a CTP is underway during those statutory holidays): Provide dinner from 5:00pm – 6:00pm;
• All dinner meals will be delivered to the hotel*.
* The hotel location will be within 20km’s of the primary training site located at #103, 30585B Progressive Way, Abbotsford, BC.
• The Contractor must allow CSC to opt out of any or all meal provisions with a minimum of seven calendar days notice. This may occur if, for example, CSC must suddenly cancel a CTP group;
• The Contractor recognizes that meal complaints will occur and must demonstrate they are capable of rectifying any issues in a timely manner. The CSC Project Authority will review any and all complaints to determine if there are genuine issues with meal quality;
• The Contractor must allow CSC to cancel all meals for any recruit with 24hrs notice. This may occur at any point during a CTP when a recruit leaves the training program;
• The Contractor must allow CSC to provide, with at least 72hrs notice in advance of the weekend (Friday, Saturday and Sunday), a list of the recruits who will or will not require lunch and dinner meals over the weekend;
• In addition to the regular scheduled lunch provisions, for approximately two weeks per CTP, the contractor must provide lunch delivery (Monday to Friday) to either the hotel (06:00-07:00) or the Abbotsford Fish and Game Club (11:00am to 12:00pm); or to both locations, as requested by CSC:

• Should CSC require delivery of lunch to one or both locations, CSC will notify the contractor at least one week in advance of the delivery location(s) and the number of meals required;
• There may be training on several Saturday’s for any one CTP. In these instances the Contractor must deliver the lunch meals to the hotel at 6:00am – 7:00am or to the training location at 11:00am – 12:00pm at the Project Authority’s request;
• CSC will notify the Contractor at least one week in advance of all of the Saturdays when training will occur;
• In the event of extenuating circumstances beyond the Contractor’s control or in the event of a routine shut-down of services, the Contractor may, for a maximum of a 24hr period, provide appropriate lunch/dinner meals the day prior to being consumed, for the recruits to store in their personal refrigerators.
Any conditions for participation of suppliers not specified in solicitation documentation: none.
