Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to upgrade and replace the resident door lock system with a wireless proximity card access system at the Oskana Community Correctional Centre in Regina, SK The existing door control system is obsolete, at end of life and issues that arise are not easily solved. The existing system is comprised of 30 Schlage CM5596s on the doors of each room and 5 Schlage AD200MS70s for the 5 unit doors. The system is supported by Millennium Ultra Lite software at the reception desk.
Objectives: To supply and install a new proximity wireless card access system in Oskana CCC to replace the existing system including hardware, software and computer to operate locks and program proximity cards and door locks. The Contractor must procure the necessary materials (including, but not limited to door hardware, signal transponders), provide labour to install and commission the door lock system, and turnover spare parts. CSC considers this project to be a turnkey process where the Contractor must complete all stages of the project and provide a complete and fully functional upgraded door lock system to CSC.
Deliverables:
The Contractor must provide the following:
• Supply and install thirty-five (35) residential locks and controllers, including all hardware and software to operate the system.
• Provide two (2) spare left handed and two (2) spare right handed door sets.
• Ensure that new hardware fits existing doors without compromising the current security of the door i.e. If new holes must be drilled, old ones must be secured or new doors installed. If the Contractor installs new doors, they must have the same safety and fire rating as the existing doors.
• Provide locks that must be able to communicate wirelessly with control systems, and must be monitored for low battery and tampering with a report to a stand alone terminal in a secure location to be determined by the site.
• Provide proximity sensor cards or dongles to manage locking and unlocking of doors, as well as a master key system that over-rides the electronic controls
• Provide a primary solid-state drive (SSD) back up system that logs all door activities for a minimum of 1 year. The backup system must be located in the on site electronics/security room.
• Ensure 300 proximity cards, physical keys and matched master are included.
• The Contractor must not provide system components that are be obsolete upon installation. All of the system components must remain viable and easily serviced for a minimum of 2 years.
• The Contractor must achieve substantial completion by March 31, 2024. CSC considers substantial completion to be delivery of a fully functional door lock system that meets all requirements described in the statement of work.
• The Contractor must coordinate construction activities with Site personnel to ensure work is executed without negatively impacting Operations and Health & Safety of the facility.
• The Contractor must provide shop drawings for CSC review and approval in electronic format (PDF).
• The Contractor must provide a substantial completion letter guaranteeing warranty for workmanship and materials.
