Notice of Intent to Award the Supply and Installation of Two (2) Pre-Fabricated Washrooms at Berry Park.
Notice is hereby given by the City of Abbotsford of its intent to award a contract to Madden Fabrication, Inc. for the supply, shipping and installation of Two (2) Portland Loo pre-fabricated washrooms. The estimated value of the procurement is $420,000 CDN plus applicable taxes.
Background:
The City of Abbotsford Parks Planning and Operations team had been working closely for the past few months to find a prefabricated washroom model that would meet the specific needs and conditions found at Berry Park.
These conditions include:
- Frequent complaints about vandalism towards public property at the Park, notably the portable washrooms installed there seasonally;
- Feed for safer washrooms to prevent illicit and undesired activities;
- Need for low-maintenance systems and components.
Justification and Specifications:
The City Of Abbotsford did not call for competitive proposals for the following reasons:
• The Portland Loo model was proven to be the best fit for the following requirements from Parks and Recreation Operations: easiness to clean, resistance to vandalism and reduction of operational and maintenance costs;
• All pre-fabricated posts, panels, louvers, openings and roof systems are made of ASTM A304L Stainless Steel plate;
• All washroom functional components– toilets, faucets, flush valves - and furnishings – grab bars, toilet paper dispenser, hand dryers - are made of stainless steel and designed to resist vandalism;
• The exterior hand wash station is uniquely designed to resist vandalism;
• The existence of upper and lower all around the building allow for ample ventilation and visual access into the interior compartment and discourage undesired activities and uses.
Louvers are made from 1/4” 304/304L ASTM A240A stainless steel plate and bolted to steel fabricated frames and columns.
• All exposed stainless steel and steel surfaces have a sandblast finish and two coats of Tiger Drylac Anti-graffiti Powder coat clear finish.
• The Cold Weather Toilet solution heats up the water used to flush the toilet and keep it from freezing, so the toilet can be open year round.

Anyone wishing to object to this decision must email their objection by November 30, 2022 before 2:00 pm, pacific time to:

Service providers objecting must provide specific reasons for their objection, along with a statement of their qualifications, eligibility, and ability to provide services of the same or better quality, within the required time frame, as these will be the key criteria with regard to the consideration of the service provider’s objection.
