TOC-CP-003-2022 - REQUEST FOR PROPOSALS PHYSICAL SUPPLY – Natural Gas

The Town of Cochrane, (henceforth “the Client”) has retained Energy Associates Inc. as energy management consultant to assist in the evaluation of RFP responses and the supplier selection process. The purpose of this Request for Proposal (RFP) is for the purchase of firm, non-curtailable supply of natural gas to be delivered to facilities located in the Atco Gas South service territory.  As a secondary goal, the Client wishes to obtain firm and competitively priced natural gas supply from a responder who is in good financial standing. Finally, the Client will utilize the responses from this RFP to establish a prequalified pool of Bidders for future natural gas transactions. Only those Bidders designated as being prequalified will be invited to bid on the Client’s natural gas requirements during the period of September 1, 2022 – December 31, 2024 with the option to extend the prequalification pool term by an additional 12 months (to December 31, 2025). During that time, the district has the right to secure fixed price natural gas contracts for terms up to December 31, 2030 from the prequalified pool of Bidders.  Bidders that do not meet the prequalification requirements will not be permitted to bid on the district’s natural gas requirements during the period of September 1, 2022 – December 31, 2024/ December 31, 2025. The Client may dissolve the prequalification pool at any time with thirty days’ written notice to pool participants.
