This procurement is subject to the provisions of the Quebec-New Brunswick Procurement Agreement, the Canadian Free Trade Agreement, the Canada-European Union Comprehensive Economic and Trade Agreement, the Agreement on Government Procurement under the World Trade Organization and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
CONTRACT OF SUPPLY
To be delivered as and when required for the period indicated upon receipt of an official Release under Contract. The Province of N.B. does not guarantee that any amount, make, model, brand, item, part or service will be purchased.
Bidders are requested to include specifications on product quoted with the bid.
Where permissible under the applicable trade agreements and the regulation under the
Procurement Act, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick. Should this right be exercised, the following order of priority will apply: a) firstly, New Brunswick manufacturers if the goods to be procured are manufactured in New Brunswick; and b) secondly, New Brunswick vendors.
When bid submissions are evaluated on price:
- Applicability of the preferences will be determined based on the price differential between the lowest-priced acceptable bid and the bid receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by making the award to the NB supplier.
When bid submissions are evaluated on a point system:
- Applicability of the preferences will be determined based on the price differential between the pricing component of the highest scoring acceptable bid submission and the pricing component of the bid(s) receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%.
The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the
Procurement Act. NB manufacturers should indicate in their bid that they are a NB manufacturer to be considered for the NB manufacturer preference.

Q1: In respect to exterior cameras which will capture the license plate of vehicles, does SNB require license plate capture like a normal video or OCR for character recognition for the plate number?
A1: Only Normal continuous video is required.
Q2: Are there any specific requirements like recording when the bus stops and arms are opened, or it will record continuously?
A2: Continuous Video recording is required.
Q3: Is it a requirement to transfer the video footage from the bus once the bus is back to the yard by using Wi-Fi? or to transfer live videos with a 4G network?
A3: Transfer using Wifi is the desired default with option to manually export video from DVR.
Q4: For the surveillance decals, can you provide the overall size dimensions of the decal, where will it be mounted on the school bus, waterproof or weatherproof materials, reflective, colour, font & size, government or school district logos and image?
A4: Max size 6"x6". Mounting location TBD. Weatherproof, non-reflective.
Q5: Can Service New Brunswick extend the tender closing date by 2 - 3 days?

Q1: Location for the driver alert button and if there is a recommended model which fits the bus/driver dashboard.
A1: Main console panel on left hand side of driver, no recommended model.
Q2: The required location to fix the FORWARD-facing HD camera on the bus.
A2: For interior camera - Center windshield. Supplier can determine mounting bracket location (ceiling or dash mount), without obstructing the driver's view or interfere with the operation of the bus. Exterior stop arm camera should be located at the exterior driver side.
Q3: Location to fix the REAR-facing HD camera on the bus.
A3: For interior camera - Ceiling mounted on driver's side or center. For exterior stop arm camera - exterior driver side. Driver must be able to reach and clean all cameras as necessary.
Q4: Is an external/USB drive instead of a small form factor with a removable hard drive for the NVR acceptable?
A4: Yes, USB, SD card acceptable as well.
Q5: Requirements for the video surveillance decals and the wording.
A5: Must include both English and French wording:
English: This bus is under video surveillance.
French: Cet autobus est sous surveillance vidéo.
Q6: Model/ Specification Requirements for WIFI download bundle. Is this a 4G sim card to be actively working or just the Wi-Fi antenna only?
A6: No specific preference. However, MUST be able to wirelessly download video from bus to control center at head office. All necessary hardware and specs and costs on functionality must be provided.
A7: How will the video be downloaded and processed. Is an onboard monitored required inside the bus?
A7: Video footage to be downloaded to main control center for viewing and processing. No onboard monitor required.
Q8: Is an external/ auxiliary power source required for the system?
A8: Can be hardwired to bus electrical system but must not cause interference with bus electrical system or cause any damages.

Q1: Will the business provide specific yard locations where installations are to be done?
A1: Installation sites are available, location and installation schedule will be coordinated with the successful proponent. Shop supplies will have to be provided by the vendor.
Q2: Can the Business provide a minimum number of buses available at each location for installation during the day? Hours of operation? Can installation be done in the evenings or weekends?
A2: The Business is unable to provide a specific number of buses available for installation at each location. Buses will be scheduled as per availability during regular working hours 8:15 - 4:30 Mondays to Fridays. Buses can be made available for install afterhours and on weekends, however vendor MUST provide the installation facility.
Q3: Can the business elaborate on the use if the "WIFI download bundle and antenna" requirement?
A3: This will be used for in yard WIFI infrastructure for auto download and as a WIFI module and antenna for future purposes.
Q4: Will there be a minimum quantity purchased? Is there a specific address to where the product is to be delivered to? Anticipated date of when the project is to be completed?
A4: This Tender is for a Contract of Supply for 1 year plus 2 optional 1 year renewals upon mutual agreement by both parties. To be delivered as and when required for the period indicated upon receipt on an official release under the contract.
