Notice is hereby given that Provincial Health Services Authority ("PHSA") intends to directly award a Contract to the following supplier to provide DataXpress Tool licensing, support and maintenance to PHSA for a term of three (3) years at an estimated value of $317,837.00.

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
Rationale
The DataXpress application is a custom designed software application built for PHSA Supply Chain to support spend and usage data analysis and to aggregate all the transactional data for the six Health Authorities. Only DRK Research and Consulting LLC can support the licensing, maintenance and ongoing support to this purpose built, proprietary software application.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Buyer Ted Gagnon by email before 2:00pm Pacific Time, January 17, 2022 PHSA will review any and all issues received by this date and provide due consideration to each objection.
