Description

The Ministry of the Environment, Conservation and Parks (the Ministry) is seeking a Vendor to provide, operate, support and maintain an Information Technology (IT) solution using a Software as a Service (SaaS) model to effectively deliver Ontario’s Emissions Performance Standards (EPS) program. The Ministry is seeking an end-to-end solution that includes the licensing required to host the solution.
Scope of Work
The Ministry requires an IT solution using a Software as a Service (SaaS) model to operationalize the EPS program. This includes the development (via configuration or customization) of an IT solution, services for ongoing support, maintenance and technology refresh, licensing and hosting.

The Ministry seeks to establish one (1) contract with a qualified Vendor who will develop and operate the EPS IT solution that meets the requirements outlined in the deliverables document for an anticipated term of three-years, with the possibility of two single one-year optional extensions (for support and maintenance only) expected to begin February 2022.

The following is a high-level overview of what the IT solution is expected to perform:

• Maintain a safe and secure repository of program registration and compliance information;
• Present critical information to the regulated community;
• Produce reports for Ministry staff;
• Execute and track the outcomes of program events and actions; and
• Execute logic to create, serialize, and track the movement of compliance instruments.
