Collection Management System Upgrade
Notice is hereby given by the Royal BC Museum Corporation ("RBCM") of its intent to direct award a contract worth $74,500 to Quartech to provide collection management system (CMS) development services to the RBCM located at 675 Belleville Street in Victoria BC.
Over the past six years, Quartech built the Royal BC Museum's custom CMS and migrated over 1,000,000 object data records. The Royal BC Museum intends to engage their services again to develop a module to centralize museum and archival collections data, and add advanced inventory tracking. The project is a stop gap measure. The Royal BC Museum needs better inventory controls in anticipation of moving to a new collections building in 2024. Our current CMS will act as a back up system during the move while we actively pursue its replacement. A business case will be drafted in June for Executive approval to replace our current CMS. If approved, the project will go to tender and qualified vendors are encouraged to apply.

Rationale for Direct Award
· The museum CMS was built by Quartech, their knowledge of it is unmatched
· Quartech is intimately familiar with the data to be extracted from the archival CMS
· Quartech has an existing Service Level Agreement in place to provide emergency assistance for our museum and archival CMS
· Maintain the consistency, stability and quality of service leading up to a major relocation project
Vendors wishing to object to this decision should contact Jerry Gauthier, Procurement Specialist, Procurement Services Branch, by facsimile on or before 2:00 PM on November 12th, 2020 with specific reasons for the objection. A company's past experience providing similar services, and their ability to provide these services for the same or better cost within the same time frame will be key considerations for determining the validity of any objections.
