Notice of Intent
Owner’s Inspector Services for Fabrication and Site Installation of Steam System, Hydronic Piping, and Fuel Oil Piping

Providence Health Care (PHC), the “Owner,” intends to negotiate a contract with Elander Inspections Ltd. for Owner’s Inspector and Consulting Services for the New St. Paul’s Hospital Project.

The maximum value of this contact will be $100,000 plus tax. Providence Health Care has chosen not to complete a Request for Proposal (RFP) process but to award the contract for the following reasons:

Elander Inspections complies with the ASME B31.1 – 136.1.4 Qualifications of the Owner’s Inspector.
Elander is familiar with providing this scope of service for a Health Authority and is the current consultant engaged for Owner’s Inspector services for the Royal Columbian Hospital Phase 2 Project.
Elander is familiar with performing the code and regulatory required inspections and quality audits on the scope of piping systems for Health Care Facilities.
Elander is familiar with the expectations of the Authority Having Jurisdiction.

Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from qualified Consultants will be reviewed.
