This procurement is subject to the Canadian Free Trade Agreement.
Where permissible under the applicable trade agreements and the regulation under the
Procurement Act, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick. Should this right be exercised, the following order of priority will apply: a) firstly, New Brunswick manufacturers if the goods to be procured are manufactured in New Brunswick; and b) secondly, New Brunswick vendors.
When bid submissions are evaluated on price:
- Applicability of the preferences will be determined based on the price differential between the lowest-priced acceptable bid and the bid receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by making the award to the NB supplier.
When bid submissions are evaluated on a point system:
- Applicability of the preferences will be determined based on the price differential between the pricing component of the highest scoring acceptable bid submission and the pricing component of the bid(s) receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%.
The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the
Procurement Act. NB manufacturers should indicate in their bid that they are a NB manufacturer to be considered for the NB manufacturer preference.

***** Amendment #1 *****
Please note that this Invitation to Tender has been amended to post the following bidder questions with answers:
Q1: The Contract Award Criteria states, "Delivery is requested by February 15, 2024. A combination of delivery and installation". Can you please clarify the installation portions of the criteria?
A2: No installation is required. The question re: delivery is answered below.
Q2: Delivery is to be included. Is a carrier delivery acceptable, or must the equipment be placed in the classroom?
A2: Carrier delivery is acceptable, however, the items will need to be delivered to the shop/classroom in each school and not dropped off at the main office.
Q3: Should we indicate each product's delivery? One or more of the items may have a different lead time.
A3: If items are being delivered individually then we would prefer each item's delivery be confirmed/indicated. There are several schools with multiple products so this would make it easier to track.
Q4: For item #2, are there any specifications for the Planer accessories? Do you require the Planer with Infeed and Outfeed Tales or the Planer, Tables and an extra set of double-sided blades?
A4: Yes, the infeed and outfeed tables should be included. Extra blades would be an option.
Q5: For item #4, to meet the exact specifications of the angle of cut and depth, you will need to move up to DW717 10 in. (254 mm.) Double-Bevel Sliding Compound Miter Saw. It was specifically called out as non-sliding in the specifications. Can you provide the model the spec was built on, or will sliding be acceptable?
A5: Ridgid R4251 or similar. NON Sliding is important in middle school. DeWalt equivalent or Makita.
Q6: For item #8, we hesitate on the request Adjustable through the top of a router table. The speed adjustment is at the top, but wanted to confirm if there was not a more detailed request we need to understand.
A6: Bosch 1617EVS is an example. Note the hex tool that can be used to adjust the router depth from above the table. Lots of other brands have similar systems.
Q7: For item #9 & #10, are you asking for #9 to be a Disc and Belt sanding station and Item #10 to be a Desktop spindle sander? The way it reads indicates that the two descriptions may have been mixed up or duplicated.
A7: Item 9 is a desktop sanding station (Not a large floor model) with belt and disc sander similar to WEN 6502T. Item 10 is a desktop spindle sander similar to WEN 6510T.
All other information remains the same.
