NOTICE OF PROPOSED PROCUREMENT
This requirement is for: Department of National Defence (DND).
This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 ($0 - $3.75M) under the stated consultant category, security level, region, level of expertise for the following category: Stream 5. Technical Engineering and Maintenance Services.
One (1) resource in the following Stream:
• One (1) 5.16 Life Cycle Management Specialist (LCMS) - Senior.
The requirement is intended to result in the award of one (1) contract.

However, SA holders not invited to bid who wish to do so may, no later than five days prior to the published closing date of the contract, contact the contracting authority and request an invitation to bid. An invitation will be issued unless it would interfere with the proper functioning of the procurement system. Under no circumstances will Canada extend the solicitation closing date to allow these suppliers to bid. Where additional solicitations are issued as part of the solicitation process, they may not be considered in amendments to the solicitation.
Description of the Requirement:
This bid solicitation is being issued to satisfy the requirement of the Department of National Defence (DND) [the "Client'] for the provision of one (1) resource through the Task and Solutions Professional Service (TSPS) Supply Arrangement (SA), specifically one (1) 5.16 Senior (Level 3) Life Cycle Management Specialist (LCMS), in support of Director Maritime Equipment Program Management (Major Surface Combatants) (DMEPM(MSC)) 3-5. The Contractor must provide a range of technical support to the TA for Power Generation & Distribution (PG&D) equipment fitted on-board the HALIFAX Class naval vessels such as updating, maintaining and managing these systems including but not limited to Generators, Uninterruptable Power Supplies (UPSs), Static Frequency Converters (SFCs), Power distribution, Electrical cables management, Other related electrical equipment.

Note to Bidders: Conditional Set-Aside Under the Procurement Strategy for Indigenous Business (PSIB)
This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business.
In order to be considered, the Bidder must certify that it qualifies as an Indigenous business as defined under PSIB and that it will comply with all requirements of PSIB. If bids from two (2) or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted.

Proposed period of contract:
The proposed period of contract will be from date of Contract to 31 March 2027 inclusive, followed by up to four (4) additional one (1) year option period.
Estimated Level of Effort:
The estimated level of effort of the contract will be for 240 days for the resource
