Under “Requirements”, add the following additional work:
Initial Period:
1) DNA extraction from wheat and oat leaf for a total of 25 plates (96 samples per plate)
2) Perform HT genotyping on 20 plates (96 samples per plate) of oat samples using the 7k v2 array,
3) Perform HT genotyping on 5 plates (96 samples per plate) of wheat DNA samples with Wheat 25K Array.
4) Perform post-processing data manipulation so that the end product is a genotypic data matrix suitable for downstream genetic analysis.
Provide one or more of the following services in Option Year 1 and 2, if required:
• DNA extraction from wheat or oat or barley leaf for up to 45 plates (96 samples per plate)
• Perform HT genotyping on up to 15 plates (96 samples per plate) of oat samples using the 7k v2 array,
• Perform HT genotyping on up to 15 plates (96 samples per plate) of wheat DNA samples with Wheat 25K Array.
• Perform HT genotyping on up to 15 plates (96 samples per plate) of wheat DNA samples with Wheat 7K Array.
• Perform HT genotyping on up to 15 plates (96 samples per plate) of barley DNA samples with Barley 15K Array.
• Perform HT genotyping on up to 15 plates (96 samples per plate) of barley DNA samples with Barley 4K Array.
• Perform post-processing data manipulation so that the end product is a genotypic data matrix suitable for downstream genetic analysis.

This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits, a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier.
REQUIREMENTS:
Agriculture and Agri-Food Canada will be contracting services from SGS North America, Inc. to:
Provide the following services in the Initial Period:
1) Perform pre-analysis quality checks on up to 6,500 DNA samples.
2) Perform HT genotyping on up to 6,500 Wheat and Durum DNA samples with TraitGenetics 7K Low Density (LD) and/or 25K Medium Density (MD
Wheat Array.
3) Perform post-processing data manipulation so that the end product is a genotypic data matrix suitable for downstream genetic analysis.
Provide the following services in Option Year 1 and 2, if required:
1) Perform pre-analysis quality checks on up to 10,000 DNA samples.
2) Perform HT genotyping on up to 10,000 Wheat and Durum DNA samples with TraitGenetics 7K Low Density (LD) and/or 25K Medium Density (MD)
Wheat Array.
3) Perform post-processing data manipulation so that the end product is a genotypic data matrix suitable for downstream genetic analysis.
CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES:
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- are authorized value-added resellers or distributors of SGS Institut Fresenius TraitGenetics 7K LD and 25K MD Wheat Array.

From November 1, 2024 to March 31, 2025 (Initial Period) with an option to extend two additional years (Year 2 and Year 3)

SOLE SOURCE JUSTIFICATION:
Agriculture and Agri-Food Canada, Swift Current Research and Development Centre’s previous competitive genotyping contract was awarded to SGS Institut Fresenius TraitGenetics and as such the Genomic Selection analysis Molecular Marker Discovery platforms have been developed around SGS Institut Fresenius TraitGenetics proprietary Wheat Arrays. SGS Institut Fresenius TraitGenetics are the owners/developers of the 7K LD and 25K MD Wheat Arrays and owners of the IP. They do not authorize value-added resellers or distributors for their arrays. As a result, they are the sole authority with regard to the 7K LD and 25K MD Wheat Array high throughput genotyping services.
Government Contracts Regulations Exception:
Section 6 (d) has been invoked for this procurement as only one supplier (person/firm) is capable of performing the Contract.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
STATEMENT OF CAPABILITIES CLOSING DATE AND TIME:
The closing date and time for acceptance of Statement of Capabilities is September 10, 2024, at 11:00 am CST.
Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities by Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities.
The Crown retains the right to negotiate with suppliers on any procurement.
