202205180 - Construction: Modular Detachments Re-tender (202205180)

The requirement for the construction of Modular Detachments is being re-tendered. This Invitation to Tender (ITT) 202205180 supersedes the previous ITT 202101423. The onus is on the Bidder to review all material in this new solicitation.

1. Summary

1.1 Services

The Royal Canadian Mounted Police (RCMP) intends to retain a Contractor to provide the following construction services:

a. The Royal Canadian Mounted Police (RCMP) requires a firm quantity of 3 modular detachments (modules 100, 200 and 300), and may require up to 18 optional modular detachments (combination of any of the 4 types of modules included in the specifications and drawings). Work to include full mock-up set up of interconnected units (modules 100, 200 and 300) for inspection and commissioning at Contractor’s facilities prior to transport.

b. The initial order (firm quantities) will consists of the following:

Modules 100, 200 and 300.

One galvanized steel vehicle ramp.

One sea Can 8’-0” x 20’-0” – new unit only.

Emergency stairs on module 300 – galvanized steel.

Galvanized deck and stairs for module 300.

Furnace option to be: Electric.

Module support blocking.

Develop an order form for subsequent orders (optional quantities).

For all 4 modules in the project, Engineering, and shop drawings must submitted for review and approval by the Departmental Representatives. These drawings will be done for future commissions of these units by the Departmental Representative. c. Any future order (optional quantities) may contain any of the following:

i. Module 100:

Furnace – choice of one - propane, fuel oil or electric.

Galvanized steel vehicle ramp.

Steel stairs.

Module support blocking.

Fuel tanks and stands for fuel oil.

All flashing between modules.

Interconnection insulation.

2 spare tires. ii. Module 200:

Furnace – choice of one - propane, fuel oil or electric.

Steel stairs.

Module support blocking.

Fuel tanks and stands for fuel oil.

All flashing between modules.

Interconnection insulation.

2 spare tires. iii. Module 300:

Furnace – choice of one - propane, fuel oil or electric.

Steel stairs (two types).

Handicap ramp – wood construction.

Module support blocking.

Fuel tanks and stands for fuel oil.

All flashing between modules.

Interconnection insulation.

2 spare tires. iv. Module 400:

Furnace – choice of one - propane, fuel oil or electric.

Steel Stairs (two of same type required).

Module support blocking.

Fuel tanks and stands for fuel oil.

2 spare tires. 2. Enquiries during the solicitation period

Enquiries during the solicitation period must be submitted by email to the Contracting Authority named on the Invitation to Tender - Page 1 at email address Diane.Perkins@rcmp-grc.gc.ca as early as possible within the solicitation period. Enquiries should be received no later than 5 working days prior to the date set for the solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

3. General Information

3.1 Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid.

3.2 This procurement contains mandatory requirements. Failure to comply may result in rejection of your bid.

3.3 Firms intending to submit bids on this project should obtain bid documents through the GETS service provider on the Government of Canada Web site at http://buyandsell.gc.ca/procurement-data/tenders. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package.

3.4 The Crown retains the right to negotiate with suppliers on any procurement.

3.5 Documents may be submitted in either official language of Canada.

3.6 RCMP has adopted the Integrity Regime administered by PSPC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.

3.7 Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at

http://www.buyandsell.gc.ca/tenders . Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS. It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party.
