Description

FSRA is looking to procure:

A software platform supporting FSRA Finance and HR business processes (the “Platform”);
Implementation services, including configuration and launch of the Platform for Phase and potentially Phase 2 deployment as further described in herein; and
On-going Platform maintenance and support.

The FSRA is a new, independent regulatory agency established by legislation which came into
force in June 2017 to improve consumer and pension plan beneficiary protections in Ontario.

When operational, FSRA will be an innovative, self-funded regulator capable of responding to the
dynamic pace of change in the marketplace and industry, and consumer expectations. It will
regulate many sectors that are important to Ontario consumers and pension plan beneficiaries,
including property and casualty insurance; life and health insurance; credit unions and caisses
populaires; loan and trust companies; mortgage brokers; health service providers (related to auto
insurance); and pension plan administrators.

Working closely with the Ministry of Finance, Financial Services Commission of Ontario (FSCO),
and Deposit Insurance Corporation of Ontario (DICO), FSRA developed and continues to refine
and act on a transition plan to assume regulatory functions currently delivered by FSCO and the
prudential oversight function from DICO, with a target date of April 2019. As described in FSRA’s
April 2018 Progress Report (http://www.fsrao.ca/en/board-of-directors-progress-report) this work
is well underway and continues to evolve.

One of the objectives of the transition plan is for FSRA to establish independent finance and HR
functions, which includes systems and business processes. This initiative is being developed in
the following context:

Current HR and Finance services for FSCO are largely outsourced to OPS, while DICO has its own services. While new FSRA systems will need to import select current and historical data from OPS and DICO systems, there is an opportunity to establish new business processes aligned with FSRA’s new mandate.
Approximately 450 employees will be transitioning from FSCO and DICO to FSRA. Majority of employees being transitioned are members of OPSEU or AMAPCEO collective bargaining agreements (CBA), and FSRA will continue to support these agreements.
FSRA is looking for Software as a Service (SaaS) deployment model, to align with FSRA’s strategic IT direction to outsource all non-core applications and systems support.
To support establishment of an efficient and flexible corporate services foundation, FSRA is looking to seamlessly integrate the HR and Finance functionality.
