Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of an upcoming project with an anticipated advertisement date of January 4, 2022. This notice is to notify industry of this upcoming opportunity and invite interested contractors and sub-contractors to anticipate tender documents to be available on MERX in early January.
The Description of the Overall Program
PortsToronto is undertaking a rehabilitation program of the Ship Channel Bridge on Cherry Street south of the Keating Channel Bridge in the Port Lands of the City of Toronto, Ontario, Canada. The entire scope of the program is anticipated to be phased over a number of Contracts and consists of:
Contract 1 - Rehabilitation of the approach spans
Contract 2 - Steel repairs to the Bascule span
Contract 3 - Rehabilitation of the bridge's lifting mechanisms
Contract 4 - Cleaning and re-coating of the steel in the bascule span
This is an advance notice of the upcoming Contract 1 with anticipated procurement in early 2022 to provide interested contractors an opportunity to prepare for bid submission. Note that there is no guarantee that the entire program will proceed. The estimated value for overall program is in the order of $30M over 5 years.
Tentative Schedule for Contract 1
The Invitation to Tender is expected to be released on January 4, 2022. It is anticipated that construction will commence in March 2022 with completion required in December 2022.
Description of the Work in Contract 1
This Contract 1 is for rehabilitation of the Ship Channel Bridge north and south approach spans to replace the entire deck and deck support system to the level of the substructure. This will include patch repairs to the walls along the approaches and the north and south piers.
The rehabilitation will be executed in two construction stages, in order to maintain one traffic lane open at all times. The project will consist of civil, structural, and electrical work that may include, but is not necessarily limited to the following:
- Excavation, demolition, removal of existing structure and pavement (concrete deck, structural steel, sidewalks)
- Replacement of the existing deck with new superstructure consisting of a composite deck
- Construction of expansion joints in the abutments
- Sidewalks and retaining walls reconstruction
- Replacement of access doors and louvers underneath the approach spans
- Concrete repairs and concrete overly
- Temporary timber cribbing
- Replacement of the steel fences and pedestrian railings
- Replacement of traffic gates and lights
- Removal and reconstruction of the electrical room
- Modification of manholes
- Road construction/upgrades
- Asphalt paving and civil works
- Waterproofing
- Electrical upgrades
- Lighting upgrades
- Replacement of chain link fence
- Temporary traffic controls
- Temporary electrical services
- Environmental protection, erosion and sediment control
- Pavement markings
