PortsToronto is seeking the services of a qualified and experienced transportation planning, airport planning and/or engineering consultant to prepare the 2024 Airport Master Plan for Billy Bishop Toronto City Airport (“the Airport”) that will guide PortsToronto on the undertaking of a 20-year capital development program at the Airport through a managed growth strategy. The intent of this undertaking is to provide background data, information and analyses in an enhanced planning setting that will set PortsToronto on course toward a future that captures current and future travel trends, including landside access via modes other than cars. This plan will consider new aircraft technologies and air transportation modes, such as electric vertical takeoff and landing (eVTOL) capabilities and hybrid and electric powerplants. With the proximity of the Airport to Toronto’s downtown core and waterfront communities, the master plan must be mindful and forward-thinking in terms of the goal of making the airport cleaner, greener and quieter. With this in mind, the plan will look at current and developing trends toward decarbonization, including plans to implement and monitor the airport’s vision of being a leading example of coexistence within the community and natural environments. The plan will also look at development opportunities to optimize the limited airside environment and present financially sustainable general aviation facilities that provide for greater efficiency and safety. The master plan will include presenting alternatives, conceptual cost estimates, and risks and opportunities. The Successful Respondent will be provided with PortsToronto’s separately contracted noise, air quality and ground traffic consultants. As public consultation is a critical element of the holistic airport planning process, the Successful Respondent will coordinate closely with an independent facilitator and public consultation consultant (hired under separate contract to PortsToronto) to document, report out and manage public meetings.
