REQUEST FOR PROPOSALS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No 80068/Professional Services for the Supply and Implementation of a Maintenance Management Software (CMMS) (2018-2019).
The Request for Proposal Documents for Contract No 80068 are available through “Merx” Private Tenders, at http//www.merx.com/pjcci, at the following costs, which are payable directly to Merx, by credit card:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $25.00 per request for proposals for downloading the Request for Proposal Documents. For addenda, the fees are $4.95 per month for the duration of the request for proposals, $2.00 per request for proposals and $0.12 per page for automatic email delivery;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents. For addenda, the fees are $2.00 per request for proposals and $0.12 per page for automatic email delivery.
The submission of a proposal constitutes an assertion that the proponent has read all Request for Proposal Documents and agrees to the conditions therein set forth.
Procurement strategy: proposal that represents the best overall value.
The deadline for the receipt of proposals is April 26th May 31st 25th 4th, 2018 at 3:00 p.m.
Please fill the “Technical Offer” (Section 4) and “Financial Offer” (Section 5) forms as outlined in the “Instructions to Consultants” (Section 2).
Please return Three (3) copies of your technical offer including one (1) original, one (1) unbound copy and one (1) digital copy on USB key and also two (2) copies of your financial offer including one (1) original and one (1) unbound copy in two (2) separate envelopes, which shall be sealed and marked “Technical Offer” and “Financial Offer”, and on which the labels provided by the Owner for that purpose shall be affixed, at the address below, which is the only address for the receipt of proposals.

Office hours: Monday to Friday from 8:15 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m.
No proposals received after the above closing date and time will be accepted. The time and date of receipt of the proposals will be deemed to be the date and time indicated by the stamp affixed by the Owner on the transmission envelope. The Owner, however, will not penalize the proponent whose proposal is received after the closing date and time if the delay is attributable solely to the Owner.
This Contract generally consist in providing, in 2018-2019, for the supply and implementation of Maintenance Management Software (CMMS) and the supply of professional services, as required. by the Owner.
The proponent may submit its proposal in either of Canada’s two (2) official languages.
In order to receive an English version of the request for proposal documents, proponent must first order the French version of the request for proposal documents and then contact the Procurement Agent of the Owner. The English version of the request for proposal documents will thereafter be forwarded to you at no extra costs.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
